INCOSE International Symposium in Asia for the first time

The International Council on Systems Engineering (INCOSE) will organise the 19th Annual INCOSE International Symposium (INCOSE 2009), in conjunction with the 3rd Asia-Pacific Conference in Systems Engineering (APCOSE 2009), in Singapore from 20 - 23 July 2009. The theme of INCOSE 2009 is East Meets West: The Human Dimension to Systems Engineering, highlighting the dramatic expansion in the scope of contemporary systems engineering with the integration of the human cognitive dimension.

The INCOSE International Symposium is the foremost annual conference on systems engineering, gathering more than 1000 delegates from different continents to participate in four days of presentations, case studies, workshops, and panel discussions. The programme attracts professionals, researchers and educators from industry, government and academia. This is the first time that the INCOSE Symposium will be held in Singapore and in Asia. Jointly hosted by the INCOSE Region VI Chapters of Australia, Beijing, Japan, Korea, Singapore and Taiwan, the symposium reflects the growth of systems engineering as an emerging discipline in the region. The conference will be opened by the Guest-of-Honour, Mr TEO Chee Hean, Singapore’s Deputy Prime Minister and Minister for Defence.

The Plenary Sessions will provide delegates the opportunity to meet and hear from industry experts on varied topics. The speakers include Norman R AUGUSTINE, a former Chairman and Chief Executive Officer from Lockheed Martin Corporation, USA; Toshifumi MUKAI, Chief Engineer of Japan Aerospace Exploration Agency; QUEK Tong Boon, the Chief Defence Scientist of the Singapore Ministry of Defence; Haim ROUSSO, the Executive Vice President for Engineering and Technology Excellence, Elbit Systems, Israel; and Jung Uck SEO, the Former Minister of Science and Technology of the Republic of Korea.
Unique to this year’s programme is the Summit Forum. The delegates will engage with experts from different continents on the topic “Systems Engineering: Past, Present, and Future.” Patrick D. HALE, President INCOSE will be the moderator for the Summit Forum. The panel of speakers includes Tsu-Tian LEE, the President of National Taipei University of Technology; LUI Pao Chuen, Chief Scientific Advisor, Ministry of Foreign Affairs of Singapore; D NANDAGOPAL, Deputy Chief Defence Scientist, Defence Science and Technology Organisation, Australia; PENG Yuan Shi Willy, Vice President of the Overseas Chinese Institute of Technology, Taiwan; J. Stephen ROTTLER, Vice President of Weapon Engineering and Product Realization, Sandia National Laboratories, USA; Hillary SILLITTO, Chief Systems Architect of Land & Joint Systems, Thales, UK; and TAN Peng Yam, the Deputy Chief Executive (Operations) of Defence Science and Technology Agency, Singapore.
More than 100 technical papers will be presented. There will also be panel discussions, an academic forum, sponsored-tutorials and an exhibition. In addition, a full-day technical tour to Singapore’s water-related installations will be organised for delegates and guests.

The International Council on Systems Engineering (INCOSE) is a not-for-profit membership organisation founded to develop and disseminate the interdisciplinary principles and practices that enable the realisation of successful systems. The Council’s mission is to advance the state of the art and practice of systems engineering in industry, academia, and government by promoting interdisciplinary, scaleable approaches to produce technologically appropriate solutions that meet societal needs.
INCOSE has grown significantly since its formation in 1990. Today, there are over 6000 members representing a broad spectrum – from students to senior practitioners, from technical engineers to programme and corporate management, from science and engineering to business development. Members work together to advance their technical knowledge, exchange ideas with colleagues, and collaborate to advance systems engineering.
What is Systems Engineering
Systems Engineering is an interdisciplinary approach and means to enable the realisation of successful systems. It focuses on defining customer needs and required functionality early in the development cycle, documenting requirements, then proceeding with design synthesis and system validation while considering the complete problem.
Systems Engineering integrates all the disciplines and specialty groups into a team effort forming a structured development process that proceeds from concept to production to operation. Systems Engineering considers both the business and the technical needs of all customers with the goal of providing a quality product that meets the user needs.
