AVGS Coaching 2026: Who is eligible for subsidized one-on-one coaching?

Berlin, August 27, 2026 - Whether you're looking to change careers, re-enter the workforce after a long break, or aren't getting anywhere despite numerous job applications: In situations like these, subsidized one-on-one coaching can open up new perspectives. But who is eligible to receive an Activation and Placement Voucher (AVGS) for this--and under what conditions?

In general, unemployed individuals, job seekers at risk of unemployment, and those seeking vocational training may be eligible for funding under Section 45 of SGB III. However, the decision on whether a specific AVGS coaching program is approved is made by the Employment Agency or the Job Center on a case-by-case basis. Therefore, being eligible for funding does not automatically mean you will receive a voucher.

For whom might AVGS coaching be beneficial?

Typical situations include unclear career prospects, repeated unsuccessful job applications, the need to change industries, re-entering the workforce after a career break, or preparing to become self-employed. Specialists and managers may also have specific support needs, such as with career positioning, targeting the job market, or translating years of experience into a current job application profile.

It is not just formal status that matters. The responsible placement or integration specialist assesses whether a particular measure supports professional integration and whether a suitable offer from the Employment Agency or the Job Center is already available.

Is there a legal entitlement to AVGS coaching?

In principle, there is no general legal entitlement to AVGS funding for coaching. The Federal Employment Agency classifies the AVGS for coaching and training as a discretionary benefit. A clear justification of the need for support, a specific career goal, and a suitable, approved program can help clarify the request to the responsible specialist, but do not replace their decision.

This should be distinguished from the AVGS for private job placement, for which a legal entitlement may exist under certain statutory conditions.

When is coaching free of charge for participants?

The fact that a non-binding initial consultation takes place or that a coaching provider is selected does not in itself make the service free of charge. The decisive factor is written approval from the responsible agency before the measure begins. If the corresponding approval notice has been issued, participants incur no costs for the approved measure.

The AVGS also contains specific requirements, such as the funding objective, the maximum duration, the validity period, and the eligible region. The selected program must meet these requirements.
