Smooth sailing for Big 3 Federal Contractors on Navy's Seaport-e

Three Virginia-based Contractors win over 25% of Navy $4.8 billion Award in 2006.

GAITHERSBURG, Md. — Federal market intelligence provider fedXccel is reporting that the top three contractors bidding for work on the Navy’s Seaport-e Multi-Award Contract (MAC) vehicle received over 25% of the total amount awarded in fiscal 2006. The SeaPort-e is a procurement vehicle used by the Navy to buy Engineering, Technical and Program Management support services from the private sector. There has been an increasing trend to “pre-qualify” teams of private firms while bidding for large multi-year federal contracts. The federal agencies then bid the individual task orders among the selected teams. There are 3735 companies in the running for task orders as prime and sub-contractors.

There are over 900 prime contractors short-listed for competing on task order awards, of which a total of 177 prime contractors were successful in winning business. The top 10 contractors took over 47% of the $4.8 billion awarded in 2006. The winner was Booz Allen Hamilton with over 10%, closely followed by Anteon and AMSEC all three are headquartered in Virginia. However, the largest single award worth nearly $150 million went to Lockheed Martin Integrated Systems, while the smallest awarded task order was $48,000. It is readily apparent that only 1 in 5 prime contractors win.
Small Businesses did well by securing over 33% in set-aside business, with 1% going to 8(A) firms. However, Service Disabled Veteran Owned Small Businesses (SDVOSB) just got 0.4%. This number is likely to go up due to the recent Presidential mandate that requires a 3% set-aside for SDVOSB’s.
