Ohio Attorney Forms “Industry First” Non-Profit Health Insurance Company

Healthcare attorney frustrated with current healthcare system forms managed care organization to effectively combat issues of healthcare fraud that are running rampant in the current system. J.D. Good, a Cincinnati based healthcare attorney, constantly fielded questions from many of his provider clients about correctly discounting for services where patients are ‘cash paying.’ Historically, he has told them to become a provider for a Discount Medical Plan Organization (DMPO) of which the patient is a member. Good was quoted as saying “The ethical problem I had with telling my clients this is ultimately their patients would pay more money to join some discount plan essentially ‘paying more to pay less.’ This made no sense to me, because the whole reason providers give discounts to cash paying patients is to give them a break on the high cost of healthcare. However, in this complicated legal environment, it is forbidden to discount care in many cases. Insurance companies call this a ‘dual fee schedule.’ This puts the provider in a legal conundrum- they want to follow the law, but they also want to give the patient a discount. Until now, they had to charge the patient an additional fee to do this.”
Good’s brainchild, Patient Options, allows providers a legal way to circumvent accusations of dual fee schedules and certain types of insurance fraud while being free to patients to join. Good accomplishes this by having the providers pay a monthly network administrative fee. Patient Options is a philanthropic managed care organization and ultimately costs nothing to patients. The provider enters into a contract with Patient Options and creates a contracted fee to charge, which is the fee they charge to their patients. This effectively bypasses the law because providers are no longer giving patients a cash discount, but are giving patients a contractual discounted rate, thereby eliminating accusations of wrongdoing from greedy insurance companies and unscrupulous enforcement entities.

Good looked to Douglas Luther, founder of www.patientpaymentsolutions.com, for advice on development and addressing some of the problems of patients in a self-pay model. Luther was thrilled with the idea and has since helped in development and implementation.
