Harmonization of Product Standards in Brazil

Published in May 2016, Ordinance 252 complements Brazil’s main regulation for ‘General Requirements for Product Certification’ - Ordinance 118. First published in 2011, these regulations prescribe the main conditions for product compliance in Brazil, commonly known as RGCP.

Issued by General Coordination for Accreditation of INMETRO (CGCRE), these ordinances are designed to foster greater standardization and conciseness. In this way, they help to establish harmonized conformity assessment programs in Brazil.

Currently, products destined for the Brazilian market must comply with the prescriptions in RGCP and the ordinance specific to each product type. Gradually, the requirements of RGCP are being standardized with the individual product standards. Until then, stakeholders are reminded that they should consider the conditions presented by both the product standard and RGCP to achieve certification. For example, for fans, since 2012 certification should be made in accordance with the RGCP plus the product specific Ordinance. For electromedical products, harmonization it is being done by the new Ordinance 54 that became effective in May 2017.

To achieve standardization, the harmonized ordinances will usually have the same itemization as the RGCP. This helps to identify differences between the standards. Stakeholders should remember that variances between the two standards will always mean the specific product ordinance prevails over the RGCP.

Ordinance 118 and Ordinance 252 represent a positive development for Brazilian certification – bringing standardization and clarity to each individual product type.

Manufacturers, in general, are reminded to check their products’ compliance against the correct ordinances, to achieve certification for accessing the Brazilian market.
