AI in HR is Not a Technology Decision, New Implementation Guide Warns Organisations to Build Governance Before Deployment
As organisations increasingly explore Artificial Intelligence across recruitment, performance management, talent development, compensation and workforce analytics, a new report by HR and Ai expert Mandeep Singh, Partner - HR, AI & Data Science (https://www.linkedin.com/in/mandeeps123/), highlights that the most important challenge is not technology deployment, but responsible governance. The report, titled "AI in HR: What Every Organisation Must Get Right Before Deployment," provides HR leaders, Boards, Ethics Committees and business executives with a practical understanding before implementing AI within Human Resources while maintaining accountability, fairness, transparency and legal compliance. The report was published by HRhelpdesk (https://hrhelpdesk.in) and is available for download online.
According to Mandeep, organisations often focus on selecting AI tools while overlooking the governance structures required to ensure responsible use.
"AI implementation in HR is not primarily a technology decision. It is an ethical, governance and accountability decision. Organisations need clear policies, defined ownership and continuous oversight before AI becomes embedded in employee facing processes."
The implementation guide examines how AI is increasingly being deployed across:
• Recruitment and hiring processes
• Employee performance and talent management
• Learning and capability development
• Payroll and compensation administration
• Workforce analytics and predictive insights
The report warns that organisations must carefully evaluate the risks associated with AI driven decisions affecting careers, promotions, hiring and employee development. It recommends establishing cross functional governance involving HR, technology specialists, legal professionals and organisational ethics committees before deployment.
A major focus of the paper is the growing global regulatory and governance landscape surrounding AI. The report analyses emerging frameworks and principles from multiple international sources, including:
• International Labour Organization (ILO)
• European Union AI Act
• OECD AI Principles
• UNESCO Recommendation on the Ethics of Artificial Intelligence
• India's Digital Personal Data Protection Act (DPDP Act)
The report also presents practical recommendations for organisations, including human accountability for AI supported decisions, continuous bias testing, employee communication, transparency obligations, explainability requirements, data governance standards and safeguards against AI systems that infer emotions or behavioural states in workplace environments. Unlike many discussions that focus on AI capabilities, the report emphasises organisational responsibility and the importance of maintaining human oversight over decisions that affect employees.
The publication concludes by encouraging organisations to evaluate whether they can clearly explain where AI is being used, who is accountable for its outputs and how employees are affected by AI supported decisions.
