PPMCS - Neurogine to digitalise largest youth organisation in Sabah

Neurogine Group of Companies, a technology-finance (techfin) developer of mobile platforms for banking, payment, money broking, merchant and more, announce supporting Persekutuan Pengakap Malaysia Cawangan Sabah (PPMCS) or Scouts Association of Malaysia Sabah Branch by developing and providing a mobile-centric digital platform to further the mission of PPMCS in helping to develop youths and making impacts on the lives of young people in Sabah.

According Neurogine Group CEO Owen Chen Chee Onn, the customised platform valued at RM3 million, will leverage on Neurogine's established track record and experience, based wholly on Neurogine's existing technology palette. Neurogine's decision to support PPMCS followed a courtesy call in April and discussions with PPMCS in May.

"We have the technology to enable PPMCS digitalise its operations, then streamline critical areas in a rapid, efficient and effective manner," said Chen. "We anticipate a 90 day development period, leading to a roll out within four to six months baring any complications which is the period needed to train and familiarise PPMCS personnel with the platform, its capabilities and functions. PPMCS will then take responsibility to operate and support this platform."

This schedule is aligned with the needs of PPMCS and intended as part of its 110 years celebration or decacentennial this year. PPMCS Chief Scout Commissioner Jamaludin @ Jamal bin Jinal welcomed the collaboration and part of PPMCS's contribution to digitalisation efforts in Sabah.

"As the largest youth-based organisation in Sabah, our studies have identified that our digital economy in this state face at least two current challenges; inadequate digitalisation and a large digital divide between communities, youths and others. This collaboration with Neurogine exemplifies our efforts of working in parallel to firstly, digitalise our operations and secondly, provide youths with the necessary exposure and experience to contribute in a digital economy."

Apart from potentially creating new jobs for the youths of Sabah, he expected this collaboration to have a ripple effect and could potentially transform the ease of commercial and social activities in the state. "With adequate talent in the digital economy, we are hopeful it will also attract investments into the state, resulting in expanded market opportunities for everyone." He said PPMCS will shoulder roles to develop interest and talent of youths in the state, promote digital innovation and digitisation of its services.

"With the completion of this project, we will introduce a new specialised unit, currently termed "Sabah Scouts Digital". We aim to have youths exposed and trained to operate more digital platforms and tools that will prepare them become contributors in Sabah's growing digital economic growth," he said. PPMCS has in the past introduced specialised units like Sabah Scout Rescue and Relief Team and Sabah Scout Cavalry to meet unique needs in the state.

PPMCS State Council Chairman Datuk Hj Yahamad bin Hj Budin said such a platform was needed to transform PPMCS and allow the efficient administration and communication among its six divisions of administration which comprise 48 districts and potentially reach more than 120,000 youths and adults. "The Council has studied and approve of this collaboration. By being mobile-centric, with mobile applications, digital membership cards, mobile payments and such, we expect this digitalisation exercise to realise cost savings, plug potential financial leakages and increase our reach. We must address the future and the future lies in being digitalised and in having trained youths. Both are capable to grow Sabah's digital economy," he said, adding that he also hope policy makers will address the lack of inadequate infrastructure in the state.

"Inaction will force us to face digital poverty, a state of deprivation either due to the lack of information and communication technology (ICT) infrastructure or ICT skills. We must close the digital chasm between urban and rural areas in the state. This PPMCS - Neurogine collaboration will be an interesting proving ground, to see if our organisation can supplement State-efforts like and contribute to narrow this chasm, and address digital poverty," he said adding the Chief Minister of Sabah Datuk Seri Panglima Hj Hajiji Hj Noor is also PPMCS State Chief Scout.

PPMCS intends to discuss further with the State Ministry of Science, Technology and Innovation (Kementerian Sains, Teknologi dan Inovasi Sabah), Computer Services Department (Jabatan Perkhidmatan Komputer Negeri) and Sabah Net to contribute in digitisation efforts across Sabah. He said advocating such a digitalisation agenda would mean youths and communities in Sabah stand a better chance to leverage on economic and social opportunities, especially when Indonesia's capital city relocates from Java to East Kalimantan next year.
