What maintenance intervals are required by law? An overview for facility managers.

This guide provides a structured overview of the most important legal requirements and inspection deadlines, and explains why centralized maintenance management in facility management is not a luxury but a necessity.
The Legal Basis: BetrSichV and DGUV
The foundation of all operator obligations is the Industrial Safety Regulation (BetrSichV). It applies to all employers who provide or operate technical systems and work equipment, regardless of industry, whether they are private companies or public institutions.
The BetrSichV stipulates that a risk assessment must be conducted before work equipment is put into service. The type, scope, and deadlines for all required inspections are derived from this assessment. Anyone who operates work equipment without a valid inspection risks fines of up to 20,000 euros and, in the event of an accident, unlimited civil liability.
The requirements are specified in detail by:
- TRBS 1201 / 1203: Technical Rules for Operational Safety, Scope of Inspection, and Qualification of Inspectors
- DGUV Regulations 1 and 3: Accident Prevention Regulations of the German Social Accident Insurance Associations for Electrical Systems and General Occupational Safety
- DIN Standards: Specific inspection intervals depending on the type of system
Overview: Inspection Requirements by System Type
Elevators
Elevators are classified as systems requiring monitoring under Annex 2 of the BetrSichV. They must be inspected by an authorized inspection body (ZueS); a qualified person from the operator's own company is not sufficient in this case.
The main inspection is required every two years. Depending on the intensity of use, more frequent interim inspections may be necessary. Operators are also required to document a risk assessment in writing and keep it up to date.
Electrical Systems and Equipment
Inspection requirements for stationary electrical systems are governed by DGUV Regulation 3 (formerly BGV A3). The specific intervals depend on the type of use; in practice, annual repeat inspections are common. For portable equipment, even shorter intervals may be required depending on operating conditions.
Pressure Vessels and Pressure Systems
Pressure vessels are also subject to the BetrSichV (?15, Annex 2) and must be inspected by a ZueS. The inspection intervals depend on the vessel type, pressure rating, and operating conditions; for certain systems, external inspections are required annually and internal inspections every five years.
Commercial Photovoltaic Systems
Commercially operated PV systems are subject to the requirements of the BetrSichV as well as DIN EN 62446-2 (VDE 0126-23-1). This standard requires repeat inspections at least every four years--and in many cases more frequently--depending on the risk assessment. Inspection reports must be documented and retained for at least five years.
In addition, many insurers require proof of regular maintenance as a condition for insurance coverage. If the documentation is missing, the insurance company may reduce or completely deny benefits in the event of a claim.
Fire Protection Systems
Fire doors, smoke detectors, sprinkler systems, and fire extinguishers are subject to specific inspection requirements--depending on the type of system--as stipulated by state building codes, DIN standards, and DGUV regulations. Fire extinguishers generally require an annual inspection by a qualified person.
What does this mean in practice?
A medium-sized building with an elevator, electrical system, PV system, and fire protection technology can quickly have ten or more separate inspection requirements, each with different deadlines, inspectors, and documentation requirements. Added to this are manufacturer specifications that must be followed to maintain the warranty, as well as regulatory requirements.
The biggest risks in practice:
Missed deadlines. If inspection dates aren't managed centrally, it's easy to lose track--especially with multiple locations or changing staff.
Incomplete documentation. In the event of damage or a regulatory inspection, what matters is not whether maintenance was performed, but whether it can be proven.
Outdated information. Standards and regulations change. The BetrSichV was last amended at the end of 2025, and a revision under a new name is already in the works.
Conclusion: Structure protects against liability
Legal maintenance obligations are not just bureaucratic red tape; they protect employees, users, and the operator themselves. Those who centrally manage inspection deadlines, responsibilities, and documentation in a maintenance planning system are not only on the safe side legally but also avoid costly surprises.
