Price WatchTM Launches GIO Tracker: Daily Global Production Intelligence Platform
The days of assumptions that supply will hold, that production will continue, have long gone. Geopolitical flashpoints, like the recent tensions between the United States and Iran, have once again exposed the vulnerability of supply and how quickly supply lines can tighten, reroute, or collapse altogether.Energy flows, shipping routes, and downstream production donʼt just react, they get reshaped overnight in today's time.
Price WatchTM has launched the Global Industrial Operations (GIO) Tracker, a dedicated live platform that monitors the operational health of the world's most consequential production assets around the clock.
The GIO Tracker is available via Price WatchTM 's subscriber platform as a continuously updated live service, offering commercial and strategy teams the daily ground-level production visibility they need to navigate an era of tightening supply chains, nearshoring pressures, and escalating climate-related operational risk.
Monitor daily shutdowns and operational capacity at plant level: https://www.price-watch.ai/gio/
Updated every day, it provides procurement teams, analysts, and risk managers a continuously refreshed view of what is actually happening on the ground across 75+ critical raw materials, from mine face to refinery gate.
Spot markets for key industrial inputs can reprice within 24-48 hours of a major outage, and weekly or monthly reporting creates an intelligence lag that compounds risk, a gap the GIO Tracker closes with every morning's data refresh.
Asset Classes Covered:
The GIO Tracker covers five classes of industrial assets:
• Mines
• Processing plants
• Industrial terminals
• Refineries
• Chemical production units.
Mines
Mines form the starting point of most commodity supply chains. The GIO Tracker monitors operational activity across mining sites, including open-pit and underground operations, tracking production output, mothballing, unplanned shutdowns, equipment downtime, and capacity utilisation.
Few mine shutdowns in recent history have reverberated as forcefully through global markets as the closure of Cobre Panamá. One of the world's largest copper mines, Cobre Panamá produced 330,863 tons of copper in 2023 before halting operations, accounting for roughly 1.5 percent of global supply.
Any disruption at the mine face, whether from geological challenges, labor disputes, weather events, or regulatory action, can send immediate ripple effects through downstream markets.
Processing Plants
Processing plants sit immediately downstream of extraction, where raw ores and minerals are beneficiated, concentrated, or transformed into intermediate feedstocks. These facilities are closely watched because bottlenecks here, even when upstream operations are operating normally, can restrict the flow of usable material to refineries and manufacturers.
In April 2024, ExxonMobil and SABIC both announced plans to close ethylene plants in France and the Netherlands respectively, while Shell and BP each revealed intentions to downscale refinery operations in Germany.
The GIO Tracker monitors efficiency metrics and throughput rates across these assets to flag early signs of constraint.
Industrial Terminals
Industrial terminals serve as the critical logistics interface between production and distribution. These include bulk handling terminals, storage hubs, and transhipment points through which commodities move across regions and borders.
In October 2024, thousands of dockworkers along the East and Gulf coasts began a historic strike just after midnight on October 1, bringing operations to a grinding halt at 14 major ports from Texas to New England, the first work stoppage of its kind since 1977, threatening to disrupt the flow of more than half of the nation's containerized trade.
Disruptions at terminals, whether from port congestion, infrastructure failures, or geopolitical restrictions, can rapidly choke supply even when upstream production is running smoothly.
Refineries
Refineries convert raw and intermediate materials into market-ready products, making them among the most consequential assets in any commodity value chain. The global refinery sector has seen significant disruption from both structural closures and active conflict.
In California, refiner Phillips 66 announced plans to stop refining operations at its 139,000-barrel-per-day Wilmington refinery in Los Angeles during the fourth quarter of 2025, followed shortly by Valero's announcement to close its Benicia refinery.
A refinery operating below nameplate capacity doesn't just affect its own output, it tightens supply of every downstream product dependent on its output, from fuels and petrochemical feedstocks to refined metals and specialty chemicals. The GIO Tracker monitors run-rates and capacity utilization at refinery level to surface these constraints in real time.
Chemical Production Unit
Chemical production units represent the furthest downstream of the five asset classes, where refined inputs are transformed into industrial chemicals, polymers, fertilizers, and specialty intermediates.
A separate shock arrived in January 2025, when Winter Storm Enzo caused a hard freeze along the U.S. Gulf Coast, leading to widespread shutdowns among chemical plants and refineries, with companies shutting down at least five ethylene glycol units and at least eight crackers due to the extreme weather, along with propane dehydrogenation units and other facilities operated by BASF, Dow, and Enterprise.
These facilities are often the last link before end-use manufacturing, making their operational health a direct indicator of supply availability across sectors ranging from agriculture and construction to pharmaceuticals and automotive.
What GIO Tracker Monitors:
Across all five asset classes, the GIO Tracker monitors four key operational dimensions on a daily basis, providing a continuously updated picture of how the world's most critical production facilities are actually performing:
• Downtime events
• Operational Equipment Efficiency (OEE)
• Capacity utilization
• Expansion activity
Downtime
Downtime events capture any instance where a facility, or a significant part of it, ceases normal operation. This includes unplanned outages triggered by equipment failures, power disruptions, or process accidents, as well as planned maintenance shutdowns, force majeure declarations, and regulatory-enforced stoppages. The significance of tracking downtime lies not just in the event itself, but in its duration and timing.
A single day of downtime at a major chlorine plant or iron ore terminal can be absorbed by the market; an extended or unexpected shutdown at a strategically critical asset, however, can reshape spot pricing within hours.
By flagging downtime events as they occur, the GIO Tracker gives procurement teams and risk managers the earliest possible signal to reassess exposure and adjust positions.
Operational Equipment Efficiency
Operational Equipment Efficiency (OEE) goes beyond simple on/off status to measure how effectively a facility is performing when it is running. OEE is a composite metric that accounts for availability, performance rate, and quality output, benchmarked against asset-class norms for comparable facilities.
A plant running at low OEE may not be in outage, but it is quietly underperforming, producing less than its nameplate capacity, consuming more energy per unit of output, or generating higher rates of off-spec material. These efficiency losses are often the earliest warning signs of a more significant disruption ahead, a deteriorating asset that has not yet triggered a formal shutdown but is trending in that direction.
Tracking OEE allows the GIO Tracker to surface these slow-burn risks before they crystallize into market-moving events.

Capacity Utilization
Capacity utilization measures what percentage of a facility's total installed nameplate capacity is actually being used at any given time. A refinery running at 70% capacity, a mine operating at two-thirds of its permitted extraction rate, or a processing plant cycling through scheduled curtailments, none of these may constitute a formal outage, but all represent meaningful reductions in the volume of material entering the supply chain.
Capacity utilization data is particularly valuable when aggregated across multiple facilities in the same commodity category, as it reveals whether tightness is isolated to a single asset or systemic across a region or production network. This dimension also captures deliberate curtailments driven by economics, environmental compliance, or strategic stockpiling decisions, supply-side choices that are invisible to demand-side data alone.
Expansion Activity
Expansion activity tracks the other end of the operational spectrum, not where supply is contracting, but where it is growing. This includes brownfield capacity additions, new production unit commissioning, debottlenecking projects that increase throughput without new physical footprint, and the reactivation of previously idled capacity. Expansion signals are equally important to supply chain intelligence as disruption signals.
A major new processing unit coming online in a key producing region can shift the supply balance for an entire commodity category, compress margins for existing producers, and alter the freight and logistics flows that serve downstream buyers. By monitoring expansion activity with the same daily cadence applied to downtime and utilization, the GIO Tracker ensures that users are never caught off guard by structural shifts in supply capacity.
Together, these four dimensions form a comprehensive operational intelligence framework, one that captures not just whether a facility is running, but how well it is running, how much it is producing, and where production capacity is set to grow or shrink in the months ahead.
The Cascading Effect:
What makes the GIO Tracker distinctive is its deliberate focus on strategically critical and highly interconnected commodities. The 75+ products covered have been selected not merely for their market size, but for the severity of downstream consequences when their supply falters.
A disruption at a major potash mine, for instance, tightens global potash supply, contracts fertilizer output, raises agricultural input costs, and ultimately influences food commodity prices.
This cascading effect repeats across every category the platform covers, a chlorine production outage propagates through disinfectants, PVC resins, and pharmaceutical intermediates, while a refinery running at 70% capacity puts pressure on the entire petrochemical feedstock chain.
One Platform, Many Categories:
GIO tracker's coverage spans the full spectrum of raw material markets, including:
• Minerals
• Metals
• Petrochemicals
• Industrial chemicals
• Fertilizer inputs
• Polymers
• Refinery products
• Specialty intermediates
• Process chemicals
GIO Tracker is a Platform:
It is worth underscoring what GIO Tracker is not. There are no PDFs to download, no weekly bulletins to await, and no static snapshots aging on a shared drive. It is a live, always-on platform built around the reality that industrial disruptions don't follow publication schedules.
The GIO Tracker is available via Price WatchTM 's subscriber platform as a continuously updated live service, offering commercial and strategy teams the daily ground-level production visibility they need to navigate an era of tightening supply chains, nearshoring pressures, and escalating climate-related operational risk.
