China Brings Into Force New Mandatory Standards for Food Contact

China will begin enforcement of a list of 53 mandatory national standards relating to food contact materials and articles on April 19, 2017. Stakeholders should be aware the standards come into force in two stages, with the final two standards becoming effective on October 19, 2017.

The list of standards relating to food contact materials and articles was first published in November 2016, under Notice No.15 of 2016, by the China National Health and Family Planning Commission (NHFPC). The mandatory national standards, known as GB standards, focus on a wide range of substances and products, from general safety requirements, (GB 4806.1), to tests relating to specific chemicals - for example, the ‘determination of arsenic, cadmium, chromium and lead; migration of arsenic, cadmium, chromium, nickel, lead, antimony and zinc’ (GB 31604.49).

The list of 53 standards includes:

• GB 4806.1 (General safety requirements)
• GB 5009.156 (General principles for pre-treatment methods for migration tests)
• GB 9685 (Use of additives)
• GB 4789.15 (Moulds and yeasts)

- GB 31604.48 (Determination of formaldehyde migration)
- GB 31604.49 (Determination of arsenic, cadmium, chromium and lead; migration of arsenic, cadmium, chromium, nickel, lead, antimony and zinc)

The majority of new GB standards will become effective on April 19, 2017, with the final two – GB 4806.1 ‘General Safety Requirements’ and GB 9685 ‘Use of Additives’ – coming into effect on October 19, 2017. Stakeholders are now advised to now check their compliance with the new standards.
