The New Hospital Care Relief Act (KHPflEG): Implications for Hospitals, Staff, and Processes
On December 2, 2023, the German Bundestag passed a law with the unpronounceable acronym KHPflEG, the Hospital Care Relief Act. This legislation aims to improve the state of care in hospitals over the medium term. Accordingly, ideal staffing levels will be calculated and enforced. For this purpose, an instrument for determining staffing levels, the Nursing Staff Regulation, abbreviated as PPR 2.0, which was developed by all involved parties as part of the Concerted Action Care Program. The implementation of PPR 2.0 now occurs in three stages: As of January 1, 2023, the trial phase with a practical test is underway. The test phase is being carried out in a representative selection of hospitals. Based on this data, the second step will provide hospitals with regulations for personnel assessment via a legal ordinance. From 2025, in the third stage, the personnel assessment will be strictly enforced and sanctioned.
The Hospital Care Relief Act and Nursing Staff Regulation PPR 2.0 require a substantial structural adaptation by hospitals to the legal framework and regulations. What exactly do the new legal requirements mean for hospital management? What impact do these regulations have on staff scheduling and daily routines in care?
Naseer Khan, Head of Patient Management at the University Hospital Frankfurt am Main, addresses these and other practice-oriented questions in a current concise seminar offered by the Campus for Continuing Education at the HAW Hamburg: "The Hospital Care Relief Act (KHPflEG) and the new Nursing Staff Regulation PPR 2.0, as well as other legislative prescriptions - Impact on Hospitals and Processes" is the title of the six-hour live online seminar, which will take place on February 26, 2024, and June 3, 2024.
The seminar is designed for staff and managers from hospital sectors, admission management, bed management, and case management as well as patient management. Naseer Khan provides an extensive overview of the new legislative scenario and analyzes the consequences of these legal frameworks for hospitals and their staff members. Participants will gain insights into the practical implementation of these laws, challenges in the everyday care routine, and strategic approaches for successful adaptation.
As with all offerings from the Campus for Continuing Education at the HAW Hamburg, this training combines theoretical knowledge transfer with practical examples.
