Baltimore, MD – June 18, 2014 – The National Contract Management Association (NCMA) has booked national subject-matter expert and TargetGov President Gloria Larkin and established contracting lawyer Jerry Miles, Esq., to speak at the 2014 World Congress taking place July 27-30, 2014 in Washington, DC at the Gaylord National Hotel & Convention Center. Attendees of the World Congress have access to Office of Management and Budget (OMB) approved comprehensive training for federal contract management, procurement, and acquisition issues.

Gloria Larkin is an eight-time award winner, national marketing and business development expert, and President of TargetGov. Larkin has been interviewed on MSNBC, quoted in, the Wall Street Journal, USAToday, Forbes, INC Magazine, and TheStreet.com. She is the author of two books and an expert author with hundreds of articles regarding federal business development published in local, regional, national and international publications. She is passionate about helping businesses grow in the complicated market of federal contracting.

Jerry Miles, Esq., assists companies in complying with federal acquisition regulations, mitigating proposal risks, protesting bids, defensing against government investigations, completing mergers and acquisitions, responding to government auditors, and resolving prime and subcontractor disputes. This contracting law perspective provides Jerry with valuable insights regarding the federal socio-economic set-aside programs for small businesses.

“The NCMA World Congress is one of the most highly attended educational conferences offered nationwide,” says Gloria Larkin. “The federal contracting market is in a constant state of change, and keeping up with legal and business issue is critical not only for government contracting professionals but business people alike. I am honored to speak about the challenges, conflicts and issues in the SDVOSB set-aside program so that together we can open doors to more business opportunities for veteran business owners.”

The federal government has a mandated set-aside of 3% of all contracting business to go to Service Disabled Veteran Owned Businesses (SDVOSB). To help businesses and government contracting officials better understand the issues of this socio-economic set-aside, Ms. Larkin is presenting with Jerry Miles the session “Addressing Conflict to Create Contracts Success: The SDVOSB Set-Aside Program”, which covers a case study of an SDVOSB contract from the initial market research through nine steps of contract management. A follow-up discussion will also take place, focusing on identifying success and avoiding costly pitfalls.

The prestigious NCMA World Congress is taking place on July 27-30, 2014 and features over 20 educational tracts and ample networking opportunities. To register for this event, visit http://www.ncmahq.org/Events/.
