A Chance for Permanent Residence for Temporary Workers Already

The government of Canada recognizes the contributions newcomers who worked in essential jobs have made during the COVID-19 pandemic. Because of the key role they played in the economic recovery of the country, it opens 90,000 slots of permanent residence for temporary workers already in Canada, as well as international graduates.

According to the Honourable Marco E. L. Mendicino, Minister of Immigration, Refugees and Citizenship, the new pathways will allow “them to set down roots in Canada and help us build back better”.

Temporary workers who worked in the health care professions or selected essential occupations in Canada were given a total of 50,000 slots. They have until November 5, 2021 to submit their applications or until the Immigration, Refugees, and Citizenship Canada (IRCC) has reached the maximum number of applications it can accept. For temporary workers in the health care sector, 20,000 applications are open. For temporary workers in selected essential occupations, 30,000 applications are available. The IRCC offers the same streams to bilingual and French-speaking candidates. However, the only difference is that there will be no limit in the number of applications the agency can accept.

Temporary Worker Eligibility
The opportunity for permanent residence for temporary workers already in Canada comes with eligibility requirements:

Language requirement: Essential workers whose proficiency level is CLB 4 or higher are eligible to apply. Language test results are only valid if it comes from a designated testing organization. Additionally, the previous language test result is acceptable only if it has not been two years at the time of the application.

Work experience: Essential workers with one year of related full-time work experience or who obtained at least 1,560 hours in an eligible occupation are qualified to submit an application.
Ability to fill the labour market gaps: There is no need to provide proof for their ability to fill the labour market gaps. Working as an essential worker in Canada during the pandemic is already proof in itself.

Immigration Medical Exam (IME) – Temporary workers who have completed an IME because of a previous application may also submit this. However, if the IME is not valid for permanent residence application, the IRCC will request the applicant to submit a new one. In the event that an IME is not possible because of disruptions related to COVID-19, proof of medical appointment with a panel physician is enough.

With these new pathways, the permanent residence may come easier for temporary workers who are already in Canada.
