The new voluntary standard results from a 2010 working group of the ASTM technical subcommittee F15.21, comprising representatives from the industry, government, testing labs and consumer groups to agree a consensus that is then adopted voluntarily by manufacturers. Intended to minimize the risk of injury to an infant occupant, ASTM F2097-12 defines a sling carrier as: “a product of fabric or sewn fabric construction, which is designed to contain a child from birth (full term infant weighing 8 lb (3.6 kg) or more) through 35 lb (15.9 kg), in an upright or reclined position, while being supported by the caregiver’s torso. It can be worn on the front, hip or back of the caregiver, with the child either facing towards or away from the caregiver or reclined on the front only of the caregiver.”

In addition to general requirements for the fabric, such as shrinkage and flammability, the standard also specifies exclusion of design hazards such as sharp points or edges, small parts, scissoring, shearing, pinch points and openings leading to finger entrapment. ASTM F2907-12 (http://www.astm.org/Standards/F2907.htm) also sets out performance requirements that address the structural integrity, static and dynamic loading, the restraint system, occupant retention and the locking and latching mechanisms. Labels and instructions should contain pictograms, photographs, or drawings of the manufacturer’s recommended modes of usage, with regard to infant carrying position, to prevent potential injury to the occupant due to misuse of the product.
