The European Court of Justice, Luxembourg – Formwork and protection panel climbing in weekly cycles

High safety requirements cost-effectively fulfilled

The European Court of Justice is the judicial branch of the European Union and is based in Luxembourg. Since 1973, a number of extension measures have had to be carried out. In the fourth and most extensive development section - which became necessary due to the admission of new EU member states from Eastern Europe - another 50,000 m² of office space has to be created. In each case, 27 floors are accommodated in the 106 m high twin towers.

PERI engineers from the Weissenhorn-based formwork and scaffolding manufacturer developed a comprehensive customized formwork solution taking into account the high safety requirements along with exact needs of the contractor. For both multi-storey buildings, the PERI ACS self-climbing formwork together with the RCS climbing protection panel offers maximum safety and efficient operational sequences. Even with high wind speeds, floors can be constructed with concreting cycle heights of 3.80 m in regular week cycles.

Each tower, with a ground plan area of 14 x 48 metres, has two different arrangements of integrated stair and elevator cores. For their construction, altogether 1,760 m² of PERI VARIO GT 24 girder wall formwork is being climbed with the help of the ACS self-climbing system in accordance with the planned weekly cycle. The combination of three versions of the modular ACS system provide an optimal operating sequence. Even the formwork for the intermediate walls and the placing boom can be comfortably integrated into the climbing units. The ACS 100 climbing mechanism, the core element of the modular PERI ACS system, brings the platforms together with the formwork smoothly up to the next section - and without the need of a crane. This means the crane is freed up for the reinforcement work and for forming the in-situ concrete slabs.

Subsequent work on the office floors can be carried out also at great heights in absolute safety and more efficiently due to the protection provided by the RCS climbing protection panel. Then the RCS completely encloses the slab edges and provides site personnel effective protection against falling. At the same time, work can still carried out efficiently even in extreme weather conditions and high wind velocities. The closed protection panel accelerates the moving of the slab formwork and gives an increased feeling of safety – this clearly boosts productivity. In addition, hinged cover boards prevent tools or materials from falling to the ground. To bolster maximum construction progress, the facade cladding for the lower floors can be safely installed at the same time as carrying out work on the concrete frame.

Shuttering, reinforcement work and striking operations for the floor slabs can be accomplished on several storeys at the same time regardless of wind and weather. The lightweight aluminium PERI SKYDECK panel slab formwork means non-tiring working conditions for construction crews with no element weighing more than 15 kg. And the SKYDECK drophead system allows early striking to take place so that panels and main beams are free to be used for the next floor area after only two days. On the one hand, this accelerates the operating sequence whilst reducing on-site material requirements on the other.

Supplemented by PERI TRIO panel formwork for forming the reinforced concrete columns, the floors of both tower blocks can be completed in the regular week cycles. Above all, for Luxembourg-based contractors, Kurt, the collective safety of the ACS and RCS climbing systems are of great importance. Moreover, through the professional PERI formwork planning, the selected systems could be closely co-ordinated and matched exactly to the construction progress.
