Marstel-Day Wins Significant New NEPA Contracts from US Army

Fredericksburg VA: Rebecca R. Rubin, President of Marstel-Day, announced today that her Company recently received a significant set of new contracts with the US Army Corps of Engineers to provide National Environmental Policy Act (NEPA) support to the Corps. She noted that “We are pleased that the Army Corps of Engineers continues to seek our support for their needs to produce environmental impact reports and environmental assessments.”

Ms. Rubin was speaking of recent awards to Marstel-Day by the Mobile District of the Army Corps of Engineers for $1.1 million in National Environmental Policy Act (NEPA) task orders to support the Army Base Realignment and Closure (BRAC) program for projects nationwide. These NEPA support tasks, to be completed over the next 18 months, include preparation of an Environmental Impact Statement, public involvement activities, and detailed Traffic Impact Study for the closure and redevelopment of Fort Monroe; an Environmental Assessment for the disposal and redevelopment of Umatilla Chemical Depot; and for NEPA activities for other projects.

Ms. Rubin noted that “Marstel-Day was founded five years ago with a focus on assisting clients with base closure and conservation issues. The company places special emphasis toward working with the Defense Department regarding transfer of its closed bases under BRAC, as well as buffering active military installations against urban sprawl. Whether it is assisting the Government to transfer the properties or assisting in the transfer through preparation of the necessary environmental documents to support the action, we are pleased to be able to meet the Government requirements.”

Marstel-Day, LLC is a certified woman owned HUBZone (Historically Underutilized Business Zone) small-business enterprise with a strong professional staff of diverse thinkers with strong conservation and environmental management backgrounds in both the public and private sectors. Founded in 2002 with an initial focus on assisting a few clients with military base closure and conservation issues, Marstel-Day has grown to provide a wide range of environmental consulting services and programmatic support to a diverse range of military and civilian federal agencies, local-government, quasi-public agencies, private businesses, environmental remediation firms, and non-profit conservators.
