The Uzbek market is considered to have some long-term growth potential, but this will only favor the duty-paid trade if tighter market controls can successfully divert contraband volumes back into the legitimate market. The economic situation remains promising, with Uzbekistan being one of the stronger performing economies in the region due to its range of resources and strong ties to Russia, although the current weak economic situation in Russia has damaged the Uzbek economy. However, with the growing controls over tobacco and anticipated further increases in excise duty, following on from those in 2015 and 2016, driving up prices of both domestic and imported cigarettes, the duty-paid market is set to continue to decline over the next decade.

Scope

- Following 2006, the duty-paid market was reported to have picked up considerably. Full-year figures for 2006 record volumes up by 12.2% against 2005 and up a further 12.6% in 2007. Much of this growth came about from an improvement in supply, with sales also assisted by a generally strong economic performance.
- Volumes grew by a further 11.7% in 2008 and by 21.7% in 2009 to 12.7 billion pieces. More modest growth was reported in 2010 with the impact of tax-induced price rises leading to sales expanding by 10.3% to 14 billion pieces. In 2011, however, the recovery more than faltered, sales declined by 14.2%, followed by a smaller 0.6% decline in 2012 to 12 billion pieces.
