Cognitive Radio Market to Reach USD 28.6 Billion by 2036, USA - CAGR 11.8%, Japan - CAGR 11.6%, South Korea - CAGR 11.5%, Germany - CAGR 11.3%, United Kingdom - CAGR 11.1%
Demand for adaptive spectrum access is increasing as defense agencies and network operators seek to improve radio flexibility while protecting existing transmissions, according to Future Market Insights.NEWARK, Del., October 10, 2026. The global cognitive radio market is projected to grow from USD 9.8 billion in 2026 to USD 28.6 billion by 2036, registering a compound annual growth rate (CAGR) of 11.3%, according to Future Market Insights (FMI). The market is expected to expand by USD 18.8 billion over the forecast period as defense modernization, spectrum-sharing initiatives and software-defined communications increase demand for radios that can adjust their operating parameters automatically.
Cognitive radio systems use sensing, software and policy controls to adapt to changing radio conditions. They can help defense organizations and commercial network operators manage spectrum access while respecting restrictions designed to protect existing users. Adoption, however, depends on whether these systems can demonstrate reliable sensing and controlled responses under realistic operating conditions.
Spectrum sharing raises the bar for radio qualification
The move toward shared spectrum is creating new requirements for radio manufacturers. Systems must identify available frequencies, follow applicable access policies and avoid interfering with protected transmissions, including radar and other mission-critical communications.
A November 2024 report from the National Telecommunications and Information Administration (NTIA), cited by FMI, describes automated Spectrum Access Systems used to protect incumbent users within Citizens Broadband Radio Service (CBRS) networks. This approach illustrates how software-controlled access can coordinate spectrum use. It also highlights the need for reliable sensing, policy enforcement and fallback procedures when radio conditions change.
For buyers, the challenge extends beyond hardware performance. Systems must demonstrate that they can distinguish weak incumbent signals from transient interference, switch operating parameters when required and maintain compatibility with existing infrastructure. These requirements make simulation, coexistence testing and certification important parts of the procurement process.

Where growth is fastest
FMI forecasts growth across five profiled countries, with the USA recording the highest CAGR in the group. National spectrum policies, defense investment and wireless research capabilities shape the outlook in each market.
USA - 11.8% CAGR: Federal spectrum-reallocation programmes and defense modernization support demand for adaptive-access systems. Mission-protection reviews and the availability of representative test conditions can extend approval schedules.
Japan - 11.6% CAGR: Wireless research infrastructure and domestic electronics expertise support experimentation with coordinated radio switching. Short propagation ranges and antenna-alignment requirements remain practical challenges for higher-frequency links.
South Korea - 11.5% CAGR: Government-supported research, operator expertise and work on future wireless standards support development. Evolving technical specifications and shortages of specialist capacity can delay commercial decisions.
Germany - 11.3% CAGR: Local frequency assignments support private wireless networks at industrial sites and research campuses. Radio planning costs and technical coordination can make smaller deployments harder to justify.
United Kingdom - 11.1% CAGR: Shared-access licensing supports localized industrial and public-service connectivity. Site-specific restrictions and coordination requirements can lengthen deployment planning.
These growth rates represent forecast market expansion, not current market size or guaranteed returns for equipment suppliers.
What leads the market
Demand is concentrated in hardware, military communications and defense procurement. FMI's 2026 estimates identify the following leading segments:
Hardware - 43.0% of component demand: Reconfigurable transceivers and spectrum-sensing modules form the physical foundation for adaptive radio operation.
Military and defense - 36.0% of application demand: Defense users require resilient voice and data links that can accommodate changing radio conditions during contested operations.
Defense organizations - 38.0% of end-user demand: Secure waveform requirements, interoperability and long equipment lifecycles support demand from defense procurement programmes.
Direct sales - 44.0% of distribution-channel demand: Direct contracts allow buyers and suppliers to coordinate qualification, integration, acceptance testing and long-term technical support.
The figures cover separate market categories and should not be added together. They indicate where demand is concentrated, while individual procurement decisions will depend on system requirements, operating bands and the level of integration required.
The hurdle: sensing errors and costly certification
The principal restraint is the difficulty of proving that adaptive radios can operate without disrupting protected users. A system that mistakes a weak incumbent signal for background noise may select an unsuitable channel or fail to yield when required. Such errors can trigger additional testing, redesign and approval work.
Legacy infrastructure adds another constraint. Existing networks may require hardware changes, software integration and updated operating procedures before they can accommodate reconfigurable radio systems. These costs can slow deployment even where the technology offers a clear operational benefit.
FMI identifies AI-assisted simulation as an opportunity to address part of this challenge. Engineers can replay mobility, interference and policy conditions in controlled test environments before committing to field trials. Modular radio platforms and software-based policy controls may also help organizations update systems as spectrum requirements change, rather than replacing entire installations.
Recent developments and industry investment
Recent activity among defense contractors and radio-testing specialists reflects continued work on software-defined communications, spectrum sharing and radio validation.
May 2026: RTX Corporation received a contract from the Office of Naval Research to develop software-defined naval radar controls for multi-mission operation and 5G spectrum sharing.
March 2026: Rohde & Schwarz GmbH & Co. KG completed its acquisition of Software Radio Systems, expanding its activities in software-defined mobile communications and AI-based testing.
February 2025: Keysight Technologies and Ericsson established a centimetre-wave test setup for pre-6G radio features and coexistence studies across the 7 GHz to 15 GHz range.
These developments concern different parts of the wider radio ecosystem. They demonstrate activity in radar control, software-defined communications and testing, but do not by themselves establish market share or commercial adoption of cognitive radio systems.
FMI profiles eight companies in the market: BAE Systems plc, RTX Corporation, Thales S.A., L3Harris Technologies, Inc., Nokia Corporation, Telefonaktiebolaget LM Ericsson, Rohde & Schwarz GmbH & Co. KG and Keysight Technologies, Inc.
Their roles span defense-radio platforms, telecom spectrum-management technologies and radio-frequency testing. Defense suppliers focus on secure communications, waveform integration and field support, while telecom and test-equipment companies address network coordination, software integration and system validation.
Analyst perspective
"Radio qualification fails if sensing logic cannot separate weak incumbents from transient interference during mobility. Commercial advantage rests on proving policy-controlled fallback behavior across the exact bands and mission profiles planned for operation."

What this means for defense and telecom buyers
For procurement teams, the strongest purchasing decisions will depend on demonstrated performance, compliance with applicable spectrum rules and the cost of integrating new systems into existing networks.
Specify the operating conditions before comparing suppliers. Define the frequency bands, mobility conditions, incumbent signals and interference scenarios the system must handle. Require evidence from tests that reflect the intended mission or network environment.
Evaluate lifecycle and qualification costs together. Compare hardware prices with integration, certification, software updates, operator training and long-term support. For defense programmes, assess secure waveform updates and interoperability across existing platforms. For telecom operators, examine policy controls and compatibility with current network infrastructure.
Use simulation to narrow deployment risks. Ask suppliers to demonstrate sensing accuracy, fallback behavior and coexistence under repeatable test conditions before moving to field trials. Consider modular platforms that can accommodate changing technical requirements, but verify that future updates will not create new compatibility or recertification problems.
These measures can help buyers establish clearer acceptance criteria, compare suppliers on operational evidence and avoid committing to systems that require extensive redesign after installation.
