Paper & Paperboard Market

Paper & Paperboard Market

Packaging demand, fibre-recovery systems and new European packaging rules are shifting investment toward containerboard and recyclable paper-based formats, according to Fact.MR.

The global paper and paperboard market is projected to increase from USD 276.9 billion in 2026 to USD 362.8 billion by 2036, according to Fact.MR. The market was valued at USD 268.5 billion in 2025. The supplied forecast estimates a compound annual growth rate (CAGR) of 2.8% between 2026 and 2036, creating an incremental opportunity of USD 86.8 billion over the period.

Packaging is expected to account for most of the market's net growth as online retail, parcel shipping and food distribution sustain demand for fibre-based materials. At the same time, printing and writing paper volumes face continued pressure from digital communication. These contrasting trends are changing how producers allocate capital, manage fibre supplies and configure mill capacity.

European packaging rules add pressure to investment decisions

Regulatory requirements are becoming a significant consideration for paperboard producers and packaging converters. Regulation (EU) 2025/40 on packaging and packaging waste was published on January 22, 2025, and applies from August 12, 2026. The regulation establishes packaging requirements, including recyclability performance grades from January 1, 2030, according to the supplied report material.

These requirements increase the importance of material selection, packaging design and documented recyclability. Paper-based formats may offer opportunities in applications where fibre materials meet the necessary functional and regulatory requirements. However, adoption will still depend on barrier performance, food-contact compliance, material costs and the suitability of the packaging for its intended use.

The market's underlying production trends also support a shift toward packaging grades. The Food and Agriculture Organization of the United Nations reported that paper and paperboard production increased by between 4% and 5% in 2024, while recovered paper consumption rose by 1% to 243 million tonnes. The report identifies packaging as the principal source of incremental fibre demand as graphic paper grades contract.

Where growth is fastest

Fact.MR's country forecasts show differences in demand growth across manufacturing, retail and packaging markets.

Poland - 3.5% CAGR: Online retail growth and an established corrugated packaging base support demand. Statistics Poland reported that 69.7% of people aged 16 to 74 ordered or purchased goods or services online in 2025.
South Korea - 3.1% CAGR: E-commerce and food delivery support demand for shipping cases, cartons and other packaging formats. The supplied report cites the U.S. International Trade Administration's assessment of South Korea's e-commerce market.

United States - 2.7% CAGR: Online retail sales support containerboard demand, although digital substitution continues to weigh on traditional graphic paper consumption.

United Kingdom - 2.3% CAGR: Packaging extended producer responsibility (EPR) fees create a cost incentive to evaluate paper and cardboard alternatives where they meet packaging requirements.

Switzerland - 2.0% CAGR: A mature market and high paper recovery rates limit incremental volume growth, making packaging applications a continuing source of opportunity.

The 1.5-percentage-point difference between Poland and Switzerland illustrates how local retail activity, packaging infrastructure, fibre recovery and regulatory conditions can affect market expansion.

What leads the market

The report identifies three leading segments, each accounting for a projected 42.1% share in 2026.

By product type, containerboard holds 42.1%. It supplies the linerboard and corrugating medium used in shipping cases for retail, food distribution and parcel deliveries.

By application, packaging accounts for 42.1%. Corrugated cases, folding cartons and paper bags serve consumer and industrial supply chains, while printing and writing applications face structural demand declines.

By end-user industry, food and beverage captures 42.1%. Cartons, cups, trays and shipping cases support recurring distribution requirements across packaged food, beverages and food-service operations.

The three percentages represent separate classifications of the market and should not be added together. Each describes a different dimension of demand.

Eurostat reported that paper and cardboard represented 40.4% of EU packaging waste in 2023, equivalent to 32.3 million tonnes. This provides additional context for the importance of fibre-based packaging within European waste streams.

The hurdle: declining graphic paper and volatile input costs

The market's principal constraint is the structural decline in printing and writing paper. Digital bills, statements, advertising and office communication reduce demand for traditional graphic grades, leaving some production assets facing lower utilisation.

Producers must also manage fluctuations in fibre, energy and chemical costs. Papermaking is energy-intensive, and changes in input prices can affect margins, pricing decisions and supply commitments. Integrated producers with access to forests, pulp operations and recovered fibre collection may have greater control over inputs, although integration does not eliminate exposure to market volatility.

For manufacturers, the transition therefore involves more than adding packaging capacity. Mill conversions require capital, suitable equipment, customer qualification and reliable access to raw materials. Investment decisions must account for both the growth potential of packaging and the costs of withdrawing from declining grades.

Recent developments and competitive positioning

Several company developments cited in the supplied report illustrate how producers are adjusting their portfolios.

January 2025 - International Paper: The company completed its acquisition of DS Smith, expanding its packaging operations.

March 2025 - Stora Enso: Its new consumer board line at Oulu, Finland, began operations following the conversion of an idle paper machine.

January 2026 - International Paper: The company completed the sale of its Global Cellulose Fibers business to American Industrial Partners. Later that month, it announced plans to create two independent public companies.

May 2026 - UPM and Sappi: The companies signed a definitive agreement to combine their European graphic paper businesses in a jointly owned venture.

These developments reflect portfolio changes across packaging, consumer board, cellulose fibres and graphic paper. Their commercial implications depend on execution, market demand and the economics of individual production assets.

Key companies profiled in the report include:

International Paper Company, including DS Smith
Smurfit Westrock plc
Stora Enso Oyj
UPM-Kymmene Corporation
Sappi Limited
Nippon Paper Industries Co., Ltd.
Mondi Group
Oji Holdings Corporation
Nine Dragons Paper (Holdings) Limited
Klabin S.A.

Competition is expected to depend on fibre security, manufacturing costs, energy efficiency, packaging performance and the ability to shift production toward grades with stronger demand.

Analyst perspective

Shambhu Nath Jha, Principal Consultant at Fact.MR, states:

"Packaging will carry nearly all net growth in paper and paperboard through 2036, while graphic grades keep losing volume. Buyers will judge suppliers on fibre security, grade mix and proof of recyclability alongside price. Integrated producers with strong containerboard and folding boxboard positions will be best placed as mills move from printing paper to packaging."

What this means for paper and packaging buyers

Assess suppliers on fibre security and grade mix. Procurement teams should compare suppliers' access to virgin and recovered fibre, packaging-grade capacity and ability to maintain delivery commitments when input prices change.

Review packaging specifications before the 2030 requirements take effect. Brand owners and converters should evaluate recyclability, barrier performance and applicable food-contact requirements together. Material substitution should be based on technical suitability and applicable regulations, not recyclability claims alone.

Align capital spending with the changing demand mix. Paper producers should evaluate containerboard and folding boxboard opportunities against the costs and operational requirements of converting existing graphic paper machines. Buyers should also consider the supply implications of capacity changes and industry consolidation.

The report's central commercial implication is that growth will increasingly depend on packaging applications rather than traditional printing and writing grades. Producers and buyers that plan for this change will need to balance material performance, cost control, supply continuity and regulatory requirements.
