There's a particular kind of wall you find all over Dutch cities - the side of a housing block, a stretch of underpass, the flank of a car park that nobody designed to be looked at. For decades those walls were either left grey or occasionally tagged, and neither outcome did much for the street around them. Somewhere in the last couple of decades, a fair number of those same walls turned into something people actually stop and look at, and the route from grey concrete to finished mural usually runs straight through a graffiti workshop, even when nobody involved describes it that way.

That connection isn't obvious from the outside. A workshop looks like an activity - a group of beginners, a legal wall, an afternoon of instruction. A mural looks like a finished piece of public art, commissioned, planned, sometimes even funded by a local council. They seem like different categories of things. In practice, the skills, the people, and often the actual walls overlap far more than the neat separation suggests.

Where murals actually come from

Ask most people how a mural gets made and you'll get a vague answer involving an artist and a big wall. What that skips over is where the artist learned to work at that scale in the first place, because painting a wall three storeys high bears almost no resemblance to painting a canvas. The physical skills - holding a line steady at extreme distance, planning a composition you can only ever see in sections up close, working fast enough that the paint doesn't dry unevenly across a huge surface - are graffiti skills. They were developed on trains and underpasses long before anyone called the resulting murals.

That's not a coincidence and it's not really a metaphor. That nervousness wasn't unreasonable. Skill built entirely outside any formal structure is hard to verify from the outside, and a council commissioning a mural for a school or a housing estate needs some way of knowing the person holding the can can actually deliver a clean, controlled, finished piece rather than something that looks great in a five-second video and terrible up close in daylight.

Workshops ended up solving that problem almost by accident. An instructor running structured sessions for beginners and corporate groups has, by definition, already demonstrated the kind of controlled, teachable technique that reassures a nervous council official in a way that street reputation alone never quite manages. Several of the muralists doing serious commissioned work in Dutch cities now run or have run graffiti workshops themselves, and that teaching background functions as a kind of credential, whether or not anyone involved thinks of it in those terms. It shows a council they're dealing with someone who can explain what they're doing, plan it in advance, and deliver something that holds up to scrutiny..

What actually happens between a workshop wall and a commission

The route from student to muralist rarely looks dramatic from the inside. Someone starts at a beginner session, gets decent at the fundamentals faster than expected, keeps coming back, starts helping instruct rather than just attending, and eventually gets handed a section of a bigger commissioned piece to work on under supervision. A few years of that and they're running their own commissions, sometimes for the same company that first taught them the basics.

That pipeline matters more than it gets credit for, because it means the skill base underpinning the Netherlands' growing mural scene isn't coming from nowhere. It's coming from a fairly traceable line running back through the same instructors and the same workshops that also teach office team days and school groups. The tourist doing their first tag on a Saturday afternoon and the artist finishing a four-storey mural on a housing block two neighbourhoods over are, more often than either would probably guess, connected by the same handful of people and the same handful of walls.

Why the Netherlands specifically got good at this

Plenty of European countries have graffiti scenes and plenty have murals. What's slightly unusual about the Netherlands is how directly the two worlds talk to each other, rather than existing as separate scenes that occasionally overlap. Part of that comes down to a genuinely dense, compact urban landscape where legal walls, workshop spaces, and commissioned mural sites often sit within a few streets of each other, so the same people move between all three without much friction. Part of it comes down to a design culture that treats spray paint as a legitimate technical discipline rather than something separate from "real" visual art, which makes the jump from workshop instructor to commissioned muralist feel like a natural career step rather than an awkward crossover.
