Leadership consultant says organizations achieve lasting results by building trust before implementing new systems.
As organizations continue investing in artificial intelligence, automation, and digital transformation, management consultant Pedro Morales-Llanos [https://www.pedromorales-llanos.com/] believes many are overlooking the factor that determines whether those investments succeed: people.
Drawing on more than two decades of leadership experience with the National Institutes of Health and the U.S. Department of Justice, Morales-Llanos says technology can improve performance, but only when organizations prepare their people to embrace change.
According to Gallup's State of the Global Workplace report, only 21% of employees worldwide are engaged at work, highlighting the challenge many organizations face when implementing change initiatives. Low engagement often slows adoption, reduces collaboration, and limits the long-term value of new technology investments.
"Organizations often assume a new platform or process will solve existing challenges," said Pedro Morales-Llanos. "In reality, technology amplifies the culture that's already there. If people don't understand the purpose behind a change or don't feel included in the process, even the best technology will struggle to deliver the results leaders expect."
As founder and principal consultant of Strategic Rise Advisory Group, Morales-Llanos works with organizations on leadership development, strategic planning, organizational change, and business process improvement. His experience across both government and consulting has reinforced one consistent lesson: successful transformation depends as much on communication as on technical expertise.
Morales-Llanos believes leaders often focus heavily on selecting the right software while spending too little time building trust, encouraging collaboration, and helping employees understand why change is necessary.
"Process improvement isn't really about processes," Morales-Llanos said. "It's about creating an environment where people understand the mission, trust their leadership, and feel confident enough to improve the way they work. When those pieces are in place, technology becomes an accelerator instead of a barrier."
His perspective has been shaped by a career leading enterprise programs involving technology, cybersecurity, data analytics, and organizational development. While those projects varied in size and complexity, he found that the organizations achieving the strongest long-term outcomes shared one common characteristic: they invested in people before expecting technology to transform performance.
Born in Puerto Rico and raised in a military family, Morales-Llanos spent part of his childhood living throughout Europe before settling in Columbia, South Carolina. Exposure to different cultures taught him the importance of listening, adapting, and understanding different perspectives, lessons that continue to influence his leadership philosophy today.
As organizations continue modernizing their operations, Morales-Llanos encourages leaders to view technology as one part of a larger strategy rather than the strategy itself.
"The organizations that continue improving year after year aren't necessarily the ones with the biggest technology budgets," he said. "They're the ones that create cultures where people are encouraged to learn, collaborate, and continuously improve. That's where lasting transformation begins."
