July 18, 2026 - The global low-GWP refrigerants market reached US$13.22 billion in 2025 and is projected to reach US$43.85 billion by 2035, expanding at a 12.94% CAGR during 2026-2035, according to DataM Intelligence. The market entered a more complex regulatory phase on May 21, 2026, when the US Environmental Protection Agency revised compliance requirements under its Technology Transitions programme. The action gives selected US refrigeration and air-conditioning sectors more time and wider refrigerant choices, creating a visible policy divide with the European Union's faster F-gas phase-down and other Kigali-aligned transitions.

2026 Official Developments in Refrigerant Regulation, Production and HVACR Transition

The EPA's final rule extends deadlines or adjusts requirements for supermarket systems, remote condensing units, cold-storage warehouses, residential and light-commercial HVAC, semiconductor refrigeration and selected transport and laboratory equipment. For supermarkets, the rule permits refrigerants with a GWP of up to 1,400 from 2027 through 2031 before lower thresholds apply. The EPA separately proposed, but had not finalized, an exemption for road and intermodal transport refrigeration units from specified HFC leak-repair requirements.

The underlying US HFC production-and-consumption phase-down remains in force under the AIM Act. EPA guidance states that the national schedule is intended to reduce HFCs by 85% from historical baseline levels by 2036. The 2026 changes therefore adjust sector-specific transition timing rather than repeal the statutory phase-down.

Europe continues on a more accelerated path. Regulation (EU) 2024/573 strengthens quota reductions, equipment restrictions, leak prevention, recovery and reclamation requirements, with the European Commission targeting an HFC phase-out by 2050, subject to limited exceptions. In June 2026, A-Gas and Solstice Advanced Materials announced a partnership to produce lower-GWP blends using reclaimed HFCs and HFO chemistry for existing refrigeration systems.

Compliance Benefits Meet Equipment and Workforce Constraints

The transition can reduce direct refrigerant emissions and limit exposure to tightening HFC quotas. It can also encourage more efficient equipment, improved leak detection and better recovery practices.

However, the transition is not a simple refrigerant substitution. Many alternatives require redesigned compressors, valves, piping, controls, ventilation or electrical protection. Equipment owners must assess upfront capital cost against energy consumption, leakage, maintenance, refrigerant availability and the remaining life of the installed system.

Technician capability is becoming a limiting factor. Mildly flammable A2L refrigerants and highly flammable A3 hydrocarbons require correct charge management, ventilation, ignition-risk control and updated service procedures. Ammonia systems require toxicity management, while CO2 systems operate at considerably higher pressures than conventional HFC equipment.

Refrigerant Pathways Offer Different Readiness Profiles

- HFOs and HFO-based blends: Products such as R-454B, R-449A and R-448A provide lower-GWP alternatives for air conditioning, heat pumps, commercial refrigeration and retrofits. Some are A2L refrigerants, requiring compatible equipment and safety controls. They can offer a practical transition route where natural refrigerants would require a complete system redesign.

- R-32: With a GWP of 675, R-32 is widely used in residential and light-commercial air conditioning and heat pumps. Daikin reports that it can require a lower charge than R-410A, but its A2L classification means equipment, installation practices and service training must address mild flammability.

- CO2 or R-744: CO2 offers a GWP reference value of one and non-flammable operation. It is increasingly relevant to supermarkets, cold storage, heat pumps and selected transport applications. Its high operating pressure and warm-climate efficiency requirements demand specialized components, controls and service knowledge.

- Ammonia or R-717: Ammonia has near-zero GWP and strong thermodynamic performance, making it important in large industrial refrigeration, food processing and cold warehouses. Toxicity and its B2L safety classification generally limit its use to engineered industrial environments with trained personnel.

- Propane or R-290: Propane has very low GWP and can provide high efficiency in small commercial cabinets, heat pumps and self-contained appliances. Its A3 classification creates strict charge, ventilation and ignition-control requirements.

- Reclaimed refrigerants: Reclamation does not change the original refrigerant's GWP, but it reduces demand for virgin production and can support existing equipment during a controlled transition. EPA requirements that took effect in 2026 establish purity, labelling and recordkeeping conditions for reclaimed HFC products.

Application Economics Differ Across Cooling Markets

Supermarkets must balance refrigerant compliance with store disruption, food protection and the cost of replacing centralized racks. CO2, HFO blends and distributed architectures will compete according to store size, climate and service availability.

Industrial refrigeration and cold storage are natural markets for ammonia, CO2 and cascade systems, but projects require engineered safety systems and specialized contractors.

Refrigerated transport needs low weight, reliable operation and service access across multiple jurisdictions. The US leak-repair exemption remained a proposal as of the cited Federal Register action and should not be treated as enacted regulation.

Heat pumps are supporting demand for R-32, propane and HFO-based refrigerants, with selection influenced by building codes, equipment size and installation location.

Pharmaceutical cold chains prioritize temperature consistency, validated monitoring and system redundancy over refrigerant price alone.

Data centers require high availability, precise thermal control and strong lifecycle efficiency. Refrigerant selection must be integrated with cooling architecture, leak monitoring and energy-reporting requirements rather than treated as a standalone chemical decision.

Policy Comparison and Regional Opportunity

- United States: The AIM Act phase-down continues, but the May 2026 final rule provides selected sectors with longer transition windows. This may reduce immediate equipment-replacement pressure while increasing uncertainty over long-term refrigerant demand and pricing.

- European Union and Germany: The EU maintains the most aggressive policy direction, combining quota reductions, equipment restrictions, certification, leak prevention and lifecycle management. Germany represents a significant market for heat pumps, industrial refrigeration and reclaim services.

- China: China has introduced 2026 production, domestic-use and import quotas for controlled HFCs. It also prohibited the production of domestic refrigerators and freezers using HFC refrigerants from January 1, 2026, strengthening demand for alternative equipment and refrigerant technologies.

- Japan: Japan combines lower-GWP product targets with refrigerant recovery, recycling and destruction requirements. Its market is supported by established R-32 air-conditioning, CO2 heat-pump and commercial-refrigeration capabilities.

- India: India's Kigali schedule uses a 2024-2026 baseline, with a freeze beginning in 2028 and the first reduction step in 2032. Current pilot initiatives focus on demonstrating low-GWP, energy-efficient technologies before mandatory reductions accelerate.
