Iran's Sanctions Waiver and Egypt's Export Tax Reform Signal

The global nitrogen fertilizer market is entering a new phase where policy decisions are beginning to ease supply concerns, although logistical risks continue to limit any meaningful correction in prices, according to the latest market intelligence from Price WatchTM.

Recent developments in Iran and Egypt have improved the outlook for nitrogen exports, yet the market remains constrained by shipping uncertainty through the Strait of Hormuz, preventing a full normalization of global trade flows.

Policy Changes Improve Supply Outlook

Two major policy announcements have reshaped sentiment across the nitrogen market. On 22 June, the U.S. Treasury issued General License X, temporarily authorizing the production, delivery, and sale of Iranian-origin crude oil, petrochemical products, and urea through 21 August 2026.

Shortly afterward, Egypt revised its nitrogen fertilizer export tax, replacing the flat USD 90 per tonne levy introduced in May with a 10% ad valorem duty based on invoice value while exempting high-purity ammonium nitrate and free-zone shipments.

Both measures represent attempts to improve export competitiveness following the severe market disruption caused by the Strait of Hormuz crisis earlier this year, which temporarily affected nearly one-third of global seaborne fertilizer trade and pushed benchmark urea prices above USD 800 per tonne during April.

Shipping Constraints Continue Limiting Iranian Exports

Despite the regulatory easing, physical trade has yet to recover at the same pace. Industry participants continue reporting limited vessel movements through the Strait of Hormuz, with only a small proportion of loaded urea cargoes successfully transiting the corridor since late June.

While the sanctions waiver has removed an important legal obstacle, shipping companies, insurers, and traders remain cautious because geopolitical risks continue influencing freight availability and insurance costs.

Iran remains one of the Gulf region's largest urea exporters, and any sustained recovery in exports would significantly improve global nitrogen availability. However, until shipping activity normalizes, much of Iran's potential export capacity is expected to remain underutilized.

Egypt Adjusts Export Policy to Reflect Changing Market Conditions

Egypt's decision to replace a fixed export tax with a percentage-based duty also reflects changing market fundamentals. The original USD 90 per tonne levy was introduced when international urea prices were trading near multi-year highs, allowing exporters to absorb the additional cost while generating government revenue.

As global urea prices retreated from their April peaks, the fixed-duty structure became increasingly burdensome for exporters. The new ad valorem system automatically adjusts with market prices, helping Egyptian suppliers remain competitive against producers in the Gulf, Russia, and other exporting regions while preserving fiscal revenues.

The policy change suggests authorities now expect greater price volatility rather than a continuation of the exceptional price levels witnessed earlier this year.

Nitrogen Market Outlook

The near-term nitrogen outlook remains cautiously balanced. While regulatory developments have improved the legal framework for exports from Iran and increased pricing flexibility for Egyptian suppliers, shipping disruptions continue limiting the volume of fertilizer reaching international markets.

Additional uncertainty also surrounds the temporary nature of the U.S. sanctions waiver, which is scheduled to expire on 21 August unless extended.

Market participants will continue monitoring vessel movements through the Strait of Hormuz, freight costs, insurance conditions, export policies among major suppliers, and global procurement activity. Together with Russia's export controls and evolving trade policies, these factors are expected to remain key drivers of nitrogen price volatility over the coming months.
