Under 42 C.F.R. 483.25(b)(1), nursing homes must provide care consistent with professional standards to prevent pressure ulcers, ensure that residents do not develop pressure ulcers unless clinically unavoidable, and provide treatment to promote healing, prevent infection, and prevent new ulcers. Massachusetts law also defines neglect in M.G.L. c. 265, 13K as the failure to provide treatment or services necessary to maintain health and safety, with potential penalties for caretakers who wantonly or recklessly permit abuse, neglect, or mistreatment.
