Berlin, 29 January 2026. Government funding for electric mobility in Europe is undergoing profound transformation. After years dominated by broad-based purchase incentives for electric vehicles, increasingly targeted and strategically oriented funding instruments are coming to the fore. M3E, a Berlin-based consulting firm specialising in electric mobility, has analysed this shift in detail and compiled its findings in a comprehensive subsidy report. The emerging political guidelines and funding trends provide the automotive industry, the energy sector, infrastructure operators, and policymakers with valuable insights and concrete options for strategic planning.
The EUROPEAN EV INCENTIVE LANDSCAPE REPORT 2023-2025 analyses the evolution of public funding schemes for electric mobility in selected European countries over the stated period. The objective of the study is to identify key political trends, strategic realignments, and country-specific differences. Rather than aiming to provide an exhaustive inventory of all available funding instruments, the report offers a structured assessment of the most relevant developments and their implications for key market participants.
Europe undergoing a fundamental shift in subsidy policy
The central finding of the report is a fundamental shift in Europe's subsidy policy. Between 2023 and 2025, incentive systems have evolved from broad-based purchase premiums for passenger electric vehicles toward more selective and strategically aligned instruments. Increasing emphasis is placed on the expansion of charging infrastructure, the electrification of heavy-duty transport, and income-based or price-capped funding mechanisms. While approaches differ significantly across countries, a common trend is evident: subsidies are less focused on accelerating market uptake per se and increasingly designed to serve industrial and climate policy objectives. Example: transport and logistics
The electrification of road freight transport is emerging as a shared strategic priority across all countries analysed. Dedicated programmes for electric trucks, buses, and logistics fleets have been introduced or expanded. Given the significantly higher purchase costs of heavy-duty electric vehicles, large-scale market adoption remains economically unviable without targeted, capital-intensive support. Environmental scoring systems (e.g. France), industrial policy alignment (EU-level), and infrastructure-led funding models (e.g. Germany, Norway or Denmark) are increasingly shaping support schemes for heavy commercial vehicles.
