US CPSC Adopts New Standard for Baby Sling Carriers

The Consumer Product Safety Commission (CPSC) has voted for and approved 16 CFR 1228 for baby sling carriers with a margin of 3-2. 16 CFR 1228 adopts ASTM F2907-15, a Standard Consumer Safety Specification for Sling Carriers, with one amendment requiring warning labels to be attached to the fabric on all sides of the tag and in a visible position.

ASTM F2907-15 defines a ‘sling carrier’ as ‘‘a product of fabric or sewn fabric construction, which is designed to contain a child in an upright or reclined position while being supported by the caregiver’s torso.’’ In practical terms, these products are generally used for children starting at full-term birth until they reach around 35 pounds.

In addition to the amendment requiring warning labels to be firmly attached to the fabric on all sides, the label must also be in a visible place, in all use positions, and the label must use a large font size. It was accepted by the CPSC that labels affixed on only one side would probably be removed by consumers and so it was hoped the modification to ASTM F2907-15 would discourage removal.

The CPSC voted for 16 CFR 1228 on January 16, 2017. The rule will become effective twelve months after it is published in the Federal Register.
