The blaze, believed to have started in an unauthorized warehouse containing hazardous materials such as bleaching powder and hydrogen peroxide, rapidly spread, underscoring persistent vulnerabilities in garment factory safety within the Bangladesh apparel industry. Factors like toxic fumes and a padlocked roof door amplified the casualties, reminiscent of historical disasters including the 2010 Nimtoli inferno (124 deaths) and the 2021 Rupganj factory fire (54 deaths). Both the warehouse and NR Fashion operated without requisite trade licenses, fire safety certifications, or regulatory approvals from entities like the Department of Inspection for Factories and Establishments (DIFE), Rajuk, and Dhaka North City Corporation, revealing deep-seated oversight lapses in the textile manufacturers sector. As of October 15, 2025, the government has launched an inquiry to pinpoint the cause and hold accountable those responsible for safety failures, while surrounding factories have been temporarily shut down after workers fell ill from smoke inhalation.

The deceased, comprising seven women presumed to be factory employees involved in subcontracted exports to Saudi Arabia, Dubai, and Malaysia, were retrieved from the garment section. Supported by the Army, police, RAB, and BGB, twelve firefighting units contained the fire after prolonged efforts, though the warehouse persisted in smoldering into the evening. Against a backdrop of sector-wide setbacks, such as the US$814 million losses incurred by clothing manufacturers in Bangladesh amid 2024 unrest, Chowdhury Remon further remarked: "True sustainability in our industry demands that we prioritize the well-being of those on the production line; their security is the thread that binds innovation, efficiency, and global trust."
Analysts attribute the incident to shared accountability failures among proprietors and regulators. The Bangladesh Garment Manufacturers and Exporters Association (BGMEA) clarified that no affiliated factories were impacted, given NR Fashion's subcontracting model. Chowdhury Remon supports the relocation of chemical storage facilities to designated zones like Shyampur.
