US CPSC Proposes New Standard for Baby Changing Products

The US Consumer Product Safety Commission (CPSC) has issued a draft notice of proposed rulemaking (NPR) relating to safety standards for baby changing products. Issued on August 17, 2016, the proposal seeks to amend 16 CFR part 1112 to include 16 CFR part 1236 in the list of notice of requirements (NORs), issued by the Commission.

The proposed rule is for baby changing products and includes changing tables and other changing products. These encompass contoured changing pads and add-on changing units sold separately for use on furniture products other than changing tables. A changing table is defined in the proposed rule as, “an elevated, freestanding structure designed to support and retain a child with a body weight up to 30 pounds for the purpose of a diaper change.”

The modifications are intended to strengthen the standard and include:

• Adding some definitions for key structural elements and non-rigid add-on changing unit accessory
• Additional requirements for threaded fasteners
• More stringent requirements for structural integrity
• Additional requirements for restraint system integrity
• Additional warnings on the product and in the instructional literature

The proposed is based on the voluntary standard developed by ASTM – ASTM F2388-16 Safety Specification for Baby Changing Products – and is issued in response to a direction under Section 104(b) of the Consumer Product Safety Improvement Act (CPSIA).
