The construction industry in Brazil has contracted in 2020. Due to the global coronavirus outbreak and its associated measures, the sector’s growth has been impacted. However, the outlook remains positive for 2021, as the construction industry and other sectors are expected to grow. Growing urbanization and industrialization trends are expected to support the growth of construction activities in the country. Steady recovery is seen in the real estate market, which remains a positive sign for the overall construction sector in Brazil.

With interest rates at the lowest level, the Brazilian government has launched a new housing program. Under the Casa Verde e Amarela housing program, the government is planning to serve 1.6 million low-income families with a housing financing scheme by 2024. Despite the near-term challenges, the outlook for the construction industry remains positive in the medium to long term. With the growth forecast over the next five years, the investment in the construction sector will be supported by government spending in the infrastructure sector.

Although the construction sector saw a drop in demand during the first three quarters of 2020, the industry began to notice recovery in the fourth quarter. The real estate market in the Sao Paulo market reported increase on month-on-month basis in October 2020.

This growing demand has also increased the prices of mansions and penthouses in the country. This growing real estate market and increases in prices can be associated with changing consumer behavior. People are prioritizing more comfortable and large homes, with home office and leisure options, as they have more time to spend at home.

Moreover, the purchasing power of the consumers has also increased, as the interest on financing is at the lowest level in history. Several first time home buyers in Brazil are taking advantage of the low-interest rates to finance their property. With the installment being close to the rent, people are finding buying a new home more accessible than ever before.

The commercial construction sector in Brazil remained stable. Despite the crisis, several micro and small entrepreneurs decided to carry out reform and improve their office establishments to prepare for the resumption of business activities. Moreover, office renovations were also carried out to adapt to the new scenario after the pandemic.

With the resulting growth in the residential and commercial sector, cement sales have increased by 21% in September 2020. The National Cement Industry Union has also attributed this growth to the support from the government for civil construction.

The government is planning to launch at least 20 infrastructure projects in 2021. While the plan was to launch more than 40 projects in 2020, the outbreak has forced the government to reconsider its strategy. The projects that are anticipated to be launched this year include highways, railways, terminals, mining and electric power works.

Moreover, the Government is also expected to hold the auction in December for transmission lines. This auction is projected to attract investment of over 7 billion real. Apart from this, government spending on local projects such as street lighting and sanitation is also expected to support the growth of infrastructure construction in Brazil.
