Quebec to permit 40,000 new permanent residents for 2019
According to the new immigration plan for 2019, Quebec immigration may approve the Canada PR visa for up to 42,000 new eligible candidates and issue as many as 24,800 selection certificates in the new year. The majority of new admissions to Quebec in 2019 will come through the province’s economic immigration programs, including the Quebec Skilled Worker Program (QSWP) which accumulates 59 percent.It is estimated that Quebec is aiming for overall admissions target of 40,000 new permanent residents for the year of 2019. This includes a target of 23,450 for Quebec’s economic immigration programs, including 19,500 skilled workers. As far as the Province’s Business Immigration Programs are concerned, the Quebec Immigrant Investor Program, Quebec Entrepreneur Program and the Quebec Self-Employed Worker Program, will likely to allot its place for 3,200 eligible entrepreneurs and investors.
Furthermore, 750 admissions are planned for “other economic categories” such as caregivers and others occupations. The remaining 16,550 new permanent residents are scheduled to receive Canada PR visa through family sponsorship, refugee and other immigration programs. In terms of Quebec Selection Certificates (Certificates de selection du Québec, or CSQs), Quebec has called the shots for issuing between 20,200 and 24,800 next year.
Under the Canada-Quebec Accord, the province has the sole responsibility for selecting the eligible immigrants for the province, which makes it the only province in Canada to have such luxury with Canada’s federal government. This literally means that those candidates who received the CSQ can apply directly to the Government of Canada for a permanent residence visa.
As per the 2019 action plan, the skilled workers will receive between 12,500 and 15,000 CSQs — more than half of the anticipated totals. And, the candidates in Quebec’s various business programs will receive between 2,100 and 2,800 CSQs by the next year end.
On the issue of mounting labour shortage In Quebec, Canadian Prime Minister Justin Trudeau stated that, “What I hear throughout Quebec is business owners […] concerned about the shortage of labour,” “I’m not sure this is the best time to reduce the number of people coming.”
