Russia and Ukraine, Largest Power Markets by Installed Capacity in Eastern Europe

In the year 2009, Russia emerged as the largest power market in terms of installed capacity among the East European countries with a share of 59.1% of the total installed capacity. Ukraine was the second largest market having a share of 14.1% in total installed capacity. This was followed by Poland and Czech Republic having a share of 8.4% and 4.7% in the total installed capacity. Romania had a market share of 4.2% in total installed capacity and is the fifth largest country by installed capacity among the Eastern Europe countries.

Growing Economy in the East European Countries will Lead to Increased Generation and Consumption of Electricity

Most of the Eastern Europe countries will see a growth in electricity consumption. Increase in electricity consumption will require increased generation in the countries. This region has shown increased consumption during the period 2000¬2008 due to industrialization, increasing population and extreme climate conditions. In the year 2009, the total consumption of the entire Eastern Europe declined due to the economic downturn. Since the industry sector, which consumes the highest percentage of electricity, was negatively affected by the global economic downturn, there was an overall decline in total power consumption during this period. Electricity consumption is expected to increase moderately during the forecast period 2010– 2020 due to increasing personal income and resulting electricity demand.

Clean Power Poised for Significant Growth with Increasing Investments and Government’s Proposed Incentives and Subsidies

The countries are actively augmenting their capacity through clean energy sources, namely, nuclear and renewables (wind, solar PV, geothermal, biomass). Countries such as Czech Republic and Ukraine have plans to built nuclear reactors by 2020. Russia and Romania have set target to generate 4.5% and 38% respectively from renewable sources by 2020. Hungary is expected to increase power generation from renewable sources to 17% by 2020. Countries like Slovakia, Poland, Croatia and Romania have set target of renewable sources contributing to 14%, 15%, 20% and 24% respectively of total energy consumption by 2020. On the guidelines of the Directive on the Promotion of the Use of Energy from Renewable Sources, Lithuania has set a target for the country to generate 23% of its total primary energy requirements from renewable energy sources by 2020.

In order to achieve the targets, the governments of these countries have formulated numerous legislations and are actively promoting renewable energy development. The governments are also providing various incentives and benefits to the developers of renewable power plants in order to promote clean sources of energy for future electricity generation. In Eastern Europe Countries, green tariff system has so far been successful in attracting the interest of foreign investors towards the renewable power.

The commitment to curtail the carbon emissions has led to growing investments in power sector.

Rehabilitation Program Drives Romania and Bulgarian Power Market

Eastern European countries such as Bulgaria and Romania reflect exceptional growth potential in the power plant rehabilitation and refurbishment market. The growth has been fuelled by the rollout of the major rehabilitation, refurbishment and modernization programmes. This has been planned with an objective to improve efficiency, reliability and to comply with the EU environmental standards. The Bulgarian energy reports in the beginning of this decade were suggesting that more than 40% of installed capacity of the country were to retire by 2010. Thus, the grand refurbishment projects that have been observed in the market for the last three years were a necessity to keep Bulgaria a leading electricity exporter in South-Eastern Europe. Similarly, it is estimated that around 8,000 MW of Romania's thermal-electric capacity will need to be replaced or rehabilitated. The proposed rehabilitation programs will be highly dependent on the capital inflow factors. A number of international organizations, including EBRD, IBRD, World Bank, JBIC, PNB Paribas, etc. have either expressed their interest or already started financing the projects.

Expansion of Power Infrastructure

The transmission and distribution network in Eastern European countries is currently undergoing major upgradation. With the increasing electricity demand, the transmission network has been put under tremendous pressure to supply power without any interruptions. To ease the pressure and supply electricity efficiently, many new transmission projects are currently underway or in a planning stage.

Increasing focus on renewable energy projects and high growth in this sector would demand a more robust infrastructural network. Numerous projects to build transmission networks are either underway or planned.

The major areas of investment are the reconstruction of the transmission grid, the development of the transmission grid, the reconstruction and development of power plants, IT, telecommunications and control systems, amongst others.

Key Players Account for a Major Share of the Power Market in Eastern Europe Countries

The top three or four power companies in most of the countries in Eastern Europe constitute the major generating capacities in the country. In nearly all the Eastern European countries except Russia, top power companies contributed 60% -100% of the installed capacity.

In countries such as Bulgaria, Slovakia, Czech Republic and Croatia, the largest power company contributes a share of 60% -100% to the total installed capacity in the country.
