Europe Restricts the Use of D4 and D5 in Wash-off Cosmetic Products
D4 has been recognized as a persistent, bioaccumulative and toxic (PBT) substance, and D5 is identified as a very persistent and very bioaccumulative (vPvB) substance. The criteria for these attributions is located in Annex XVIII of Regulation (EC) No. 1907/2006.
The disposal of these chemicals into water sources has given rise to environmental concerns about their use. Stakeholders should also be aware that D4 and D5 are known to evaporate over time, although at this time the EC has only set restriction limits on wash-off cosmetic products. Wash-off cosmetic products are defined in Article 2(1)(a) of Regulation (EC) No 1223/2009.
The new restriction comes into effect on February 1, 2020. Stakeholders are advised to now check their formulations to ensure they comply with the latest requirements for wash-off cosmetic products.
