Japan, China and Singapore Update Their Regulations

Three Asian countries have introduced new regulations for unmanned aerial vehicles (UAV). The new regulatory requirements relate to either the radio spectrum or safety and have been introduced in Japan, China and Singapore.

Japan’s Ministry of Internal Affairs and Communications (MIC) opened four new bands for UAV at the end of 2016. The new band 5.7G band (5650 to 5755MHz) has a wide frequency range and transmitting power up to 1W, allowing long distance remote control and high-definition video transmission.

China has introduced measures to strengthen the management of civilian UAVs. To achieve this, the Civil Aviation Administration of China (CAAC) issued “Regulations on Real-name Registration of Civil Unmanned Aerial Vehicles.” Published on May 16, the law requires owners of civilian UAVs to register them, using their real name, starting on June 1, 2017.

Like China, Singapore has also introduced measures to ensure UAVs meet the requirements for flight safety issued by the Civil Aviation Authority of Singapore (CAAS).

The need for greater regulation is a response to the rapid expansion of the market for UAVs during the last three years. In civilian hands, the use of UAVs runs from professional equipment to leisure equipment, with the primary use being high altitude or long-distance photography or video recording. This has resulted in a need for higher transmitting power, to allow long-distance remote control, and better image transmission quality, needing wider transmission bandwidths. Japan’s new regulations seek to meet this need.

The growth in the number of UAVs has, however, also raised questions over security and privacy, and this has resulted in countries like China and Singapore launching programs specifically to ensure flight safety and security from UAVs.

Stakeholders are advised to now check their merchandise is compliant with the last requirements for UAVs in their target markets.
