PORT-AU-PRINCE, HAITI -- (MARKET WIRE) -- 04/06/2006 -- The International Mission for Monitoring Haitian Elections (IMMHE), headed by Jean-Pierre Kingsley, Chief Electoral Officer of Canada, published today a second report on Haiti´s February 7, 2006, vote that presents its observations of the vote-compilation process and the transmission of results.

This supplementary report also builds on certain areas discussed in the first report, which was published on February 9, 2006, and includes a series of recommendations for the second round of legislative elections. These recommendations have already been provided to the Executive Director of the Provisional Electoral Council, Mr. Jacques Bernard.

In this report, the IMMHE emphasizes the massive voter turnout of the Haitian people, who clearly and freely expressed their desire to build a future of democracy.

In view of the second round of legislative elections, the report proposes a number of improvements to the compilation process and to polling centre management. It also includes recommendations regarding the timely opening of the polls, the hiring of additional election workers, the training of election staff and the design of election materials, especially voting screens. As for the tabulation of votes, it recommends using the same method of compiling blank ballots as used for the presidential election.

The IMMHE, whose secretariat is in Port-au-Prince, began its work of observing the elections and accompanying the Provisional Electoral Council in August 2005. Since that time, IMMHE long-term observers have been deployed in each of Haiti´s departments.

The Mission will address other aspects of the electoral process, including election authorities´ procedures for handling challenges, in forthcoming reports.
