California-based Cornerstone OnDemand Inc. While overall IT spending is slowing, recent research indicates that investment in SaaS technologies such as human capital management software is increasing due to its relatively low implementation costs and low total cost of ownership. According to IDC, about 45 percent of companies will dedicate at least a quarter of their IT budget to SaaS-delivered business applications, compared with only 23 percent from IDC’s 2008 report.1

A recent survey conducted by industry analyst firm Knowledge Infusion shows that 62 percent of global companies feel HR should design a talent management strategy leveraging social software and technologies.2
