There are two categories of deprived communities, one who is excluded from the system and other who although included in the system by still excluded from the entitlement transfer. Institutional Building effort with sustainable development goal is very important. We also must include the bottom 5% of population in to SHG folds, as these households are worst hit of poverty, suffering from starvation, malnutrition or debt induced suicides and mostly excluded from entitlement transfer.”Said Sh.Pranabjyoti Nath, IAS, State Mission Director, Odisha Livelihoods Mission.
The speech was given during a 3-days National Level review-cum-sharing workshopof Ministry of Rural Development (MoRD), Govt. of India which started atYatriNivas, Konarkfrom 3rd August 2017. The programme is hosted by Odisha Livelihoods Mission, Panchayati Raj and Drinking Water Department, Govt. of Odisha. Representatives of 17participantingstates comprising of the officers of Rural Development, State Mission Directors, Additional Directors and Mission Managershave attended the workshop. In total there are 75 participants. The review workshop was inaugurated by Sh. PranabjyotiNath, followed by a welcome song by SHG members of Gop Block,Puri district.
In his inaugural address, Sh.PranabjyotiNath reiterated the core objectives of National Rural Livelihoods Mission (NRLM) and the importance of community institutions in it. Focusing on the importance of communication and capacity building in NRLM; he said that “NRLM as a family should realize its strength and capacity to build the nation.”He also enlightened the participants on various initiatives of Odisha Livelihoods Mission and its approach for implementation.
All the states are assembled here at Konark to reflect upon their performance on social inclusion and institution building component and develop roadmap for the future. The workshop was addressed by other senior officers of MoRD namely Sri Sandeep Sharma, Deputy Director, NRLM; Sri KP Rajendran, Lead, Capacity Building; MsUsha Rani, Lead, IB & HR; Dr. Isha Prasad Bhagabat, Lead, Health;SriDhruv J Sengupata; SriPhiip Mathew etc.

In the year 2006, Government of Odisha formed a society named ‘Orissa Poverty Reduction Mission (OPRM)’ to implement various poverty reduction programmes in the state, which was reconstituted and renamed as ‘Odisha Livelihoods Mission (OLM)’ an autonomous society under the aegis of Department of Panchayati Raj, Government of Odisha, presently implementing both National Rural Livelihoods Mission and National Rural Livelihoods Project.Odisha was the first state in the country to launch National Rural Livelihoods Mission (NRLM) in its bid to bring down rural poverty by promoting diversified and gainful self-employment to the rural poor.Poverty eradication program runs on a mission mode having focus to create sustainable livelihood opportunities for the rural poor households and nurture till they are come out of poverty and lead a quality life. This is a centrally sponsored scheme with a proportionate ratio of 60:40 between Centre & State. OLM has put in place a dedicated and sensitive support structure, to take the rural poor households out of poverty line trough capacity building, financial assistance and self-reliant institutions.
