August 14, 2017: The vision of the Hon’ble Prime Minister for Swachh Bharat reaches a milestone today with the signing of a Concession Agreement for the development of Haryana’s first Integrated Solid Waste Management Project. This was stated by the Chief Minister, Shri Manohar Lal, at the occasion of the signing of Concession Agreement between the Department of Urban Local Bodies and Municipal Corporations of Gurugram and Faridabad with M/s Ecogreen Energy Pvt Limited.
One of the biggest projects of its kind conceived in India, the project aims to provide a clean environment in Gurugram and Faridabad through the proper collection and transportation Municipal Solid Waste and its scientific processing and disposal. The project will take up door-to-door collection of segregated waste from every household, establish secondary collection points, transportation of street waste along with household garbage to the waste processing site at village Bandhwari. To make gainful use of garbage, the project will establish waste to energy power plant to generate at least 10MW electricity besides establishing a modern compost processing unit and a refuse derived fuel unit for producing bio-gas. The project will be designed and developed in compliance with the Municipal Solid Waste Management Rules, 2016 notified by the Ministry of Environment and Forests and with other regulations and directions of the National Green Tribunal.
Ecogreen Energy Pvt Ltd an Indian subsidiary of a Chinese company which is amongst the largest and experienced waste to energy companies in Asia. The selection of the Concessionaire has been done through a transparent and competitive process through a new model with bidding based on delivered output through energy generation.
The project will use modern technology for door-to-door collection of segregated waste and secondary transportation using modernized equipment. The project would be eco-friendly and use e-rickshaw for door-to-door collection. The entire process of collection and transportation of garbage would be made online using modern technology. A complaint redressal system would be established by the Concessionaire.
Gurugram and Faridabad together generate over 1400 tons of Municipal Solid Waste daily. Door-to-door collection would commence within 4 months of the signing of the Concession Agreement and will cover the entire city within the next one month. The project will cost Rs.430 crore with a one-time grant of Rs.75 crore to be provided on commissioning of the waste to energy plant through the Swachh Bharat Mission funds of Government of India.
After the signing of the Concession Agreement, a process of engagement with residents of Gurugram and Faridabad including RWAs, NGOs involved in solid waste management, sanitation workers and residents of village Bandhwari would be carried out over the next one month.
Shri Manohar Lal stated on this occasion that the cooperation of residents of Gurugram and Faridabad is important for the implementation of this ambitious project aimed with a clean environment. Shri Manohar Lal stated that with the signing of the Concession Agreement, Haryana has taken the lead in implementing the vision of Swachh Bharat through Swachh Gurugram and Swachh Faridabad.

Ecogreen Energy Private Limited, a wholly owned subsidiary of China Jinjiang Environment Holding Company is one of the largest and experienced waste to energy companies in India. Eco Green Energy segregates the Municipal solid waste into Refute Derived Fuel (RDF) and compost and uses RDF for electricity generation. The technology used is in compliance with SWM rules - 2016 National Green Tribunal directives.
