Hong Kong Updates List of Safety Standards for Toys and Children’s Products
The new safety standards are all international standards or standards adopted by major economies, and allow for presumption of conformity or demonstration of compliance. They are:
• Toy Standards:
- Finger paints - ISO 8124-7:2015
- Chemical toy (sets), other than experimental sets - BS EN 71-5:2015
- Olfactory board games, cosmetic kits and gustative games - BS EN 71-13:2014
- Electric toys - BS EN 62115:2005 +A12:2015
• Product Standards:
- Children’s high chairs and multi-purpose high chairs for domestic use:
1. ISO 9221-1:2015
2. ISO 9221-2:2015
3. ASTM F404-16a
- Playpens for domestic use - ASTM F406:2015
- Wheeled child conveyances - ASTM F833-15
- Child safety barriers for domestic use - ASTM F1004-16b
- Bunk beds for domestic use:
1. BS EN 747-1:2012 +A1:2015
2. BS EN 747-2:2012 +A1:2015
Two of these toy standards are completely new – ISO 8124-7:2015 and BS EN 71-13:2014 – and the rest are updated versions of current standards.
The new standards were published in ‘The Toys and Children’s Products Safety Ordinance (Amendment of Schedules 1 and 2) Notice 2017 under Number 102 of legal supplement No. 2, in the Hong Kong Gazette.
They will come into effect on April 1, 2018.
