New European Restrictions on BPA Migration Limits in Certain

The European Union (EU) has published new restrictions on the permissible migration limits of bisphenol A (BPA) in toys intended for children under the age of 36 months and for other toys intended to be placed in the mouth.

The new regulations will strengthen the restrictions by 2.5-fold, decreasing the lawful limit from less than or equal to 0.1 mg/L to less than or equal to 0.04 mg/L. The testing standard remains EN 71 Part 10 and 11.

The new restrictions, published as Directive (EU) 2017/898 on May 25, 2017, will apply to toys falling under Appendix C of Annex II to Directive 2009/48/EC, the so-called Toy Safety Directive.

The updated restrictions will come into effect on November 26, 2018.

Toy manufacturers and importers are advised to examine their products against the updated BPA rules, in order to ensure continued access to markets in the EU.
