Japan Amends Regulations on Labeling for Some Textile Products
The Government of Japan has recently published revisions to the enforcement regulations contained within the Household Goods Quality Labeling Act. These include:• Washing care labeling for mufflers, scarves and shawls became mandatory on April 1, 2017
• Fiber composition of interlining for trouser become mandatory on April 1, 2017
• Washing care labeling and fiber composition for hat, cap, etc will be mandatory from April 1, 2018
The changes were announced in Official Gazette – Extra Edition No.67, along with revisions relating to quality labeling regulations for other product types. These are:
• Consumer Agency Notification No. 4 – amends all of the textile quality labeling regulations
• Consumer Agency Notification No. 5 – revises all of the Synthetic Resin Processed Product Quality Labeling Regulations
• Consumer Agency Notification No. 7 – revises all of the Miscellaneous Goods Quality Labeling Regulations
The changes to the Household Good Quality Labeling Act were introduced via Cabinet Office Ordinance No. 10. The revision became effective on April 1, 2017. The revisions allow for a one-year transition period for implementation during which items can be labeled according to either the old or new requirements. This transition period expires on April 1, 2018.
Japan’s Household Goods Quality Labeling Act (Act No. 104 of 1962) seeks to optimize the clarity of labeling and protect the interests of consumers. Under the act, most apparel and textile products must be labeled with their fiber composition, along with care instructions. In addition, labeling must be visible, indelible and easily accessible for the consumer, and it must be permanently attached to the textile product. This can be achieved either by printing or sewing the label directly onto the product.
