Compostable Greaseproof Papers Market to Reach USD 925.3 Million by 2036 as PFAS Rules Reshape Food-Packaging Qualification
In June 2026, Ahlstrom Oyj renewed CMA-W industrial compostability certification for its Genuine Vegetable Parchment food-grade portfolio under North American commercial-compost conditions, adding a fresh certification milestone to a market increasingly shaped by PFAS restrictions and end-of-life requirements. The global compostable greaseproof papers market is projected to grow from USD 387.3 million in 2026 to USD 925.3 million by 2036, advancing at a 9.1% CAGR, according to syndicated research by Future Market Insights, Inc. (FMI).The market is moving beyond the simple substitution of conventional greaseproof papers. Food-packaging manufacturers are now balancing grease holdout, food-contact requirements, converting performance and the disposal route that supports the finished package.
In January 2025, the U.S. Food and Drug Administration made 35 PFAS-related food-contact notifications ineffective for grease-proofing substances previously authorized for paper packaging. That regulatory action has increased the need to requalify grease barriers without disrupting production speeds or established food-contact specifications.

At the same time, market activity shows suppliers pursuing different routes to meet the changing specification. Sappi Limited launched LusterFSB OGR in North America in April 2026 for quick-service and bakery formats, while UPM-Kymmene Corporation and Paramelt introduced a grease-resistant paper packaging concept for bakery and fast-food applications in March 2026. ProAmpac also reported in September 2025 that ButterFresh Parchment earned OK compost HOME certification.
Why are PFAS restrictions changing greaseproof paper qualification?
PFAS controls are shifting the qualification process from a material-selection exercise into a broader performance and compliance review. Food-packaging buyers need replacement papers that can withstand grease exposure while retaining documented food-contact status and working on established converting equipment.
The market data indicates that this is creating room for both specialty paper mills and converted-paper suppliers. Ahlstrom's certification activity, Sappi's barrier-paper launch and ProAmpac's compostability certification point to different commercialization routes, but all address the same purchasing problem: proving that a grease-resistant paper can perform in production while supporting a defensible end-of-life claim.
Koehler Paper SE added another signal in April 2026 by introducing a PFAS-free grease-resistant fast-food paper for restaurant-chain formats. Taken together, these developments suggest that future competition will increasingly depend on how quickly suppliers can connect barrier performance, certification evidence and application qualification rather than on grease resistance alone.
Which paper formats are gaining traction?
Unbleached natural greaseproof is expected to account for 36.0% of the product-type segment in 2026, supported by familiar food-contact conversion routes and stable oil resistance. Unbleached virgin fiber is projected to lead the material category with 40.0% share, reflecting its predictable strength, porosity and food-contact characteristics.
Bakery and confectionery applications are forecast to represent 32.0% of demand in 2026. These applications repeatedly use greaseproof sheets for dough, fats and sugar-rich fillings, allowing manufacturers to evaluate compostable formats against established production and handling processes.
Industrial compostable certification is expected to represent 48.0% of certification demand in 2026. Its position reflects standardized commercial-compost testing and clearer qualification boundaries, although certification alone does not guarantee that a local organics program will accept the finished paper.
Nandini Roy Choudhury, Principal Consultant at Future Market Insights, said:
"Commercial qualification starts with oil holdout on the intended line and ends with a disposal claim that the local waste route accepts. Paper mills earn repeat business by reducing reformulation work while preserving food-contact documentation and steady converting performance."
Market Snapshot
• 2026 market value: USD 387.3 million
• 2036 projected value: USD 925.3 million
• 2026-2036 CAGR: 9.1%
• Leading product type: Unbleached natural greaseproof, 36.0%
• Leading certification: Industrial compostable, 48.0%
What is driving demand for compostable greaseproof papers?
PFAS restrictions are accelerating barrier replacement. Food-packaging manufacturers are reassessing fluorinated grease-resistant treatments and looking for paper structures that can maintain oil resistance, food-contact compliance and normal production performance.
Compostability claims are becoming tied to local waste systems. EPA guidance issued in October 2025 stated that procurement of certified commercially compostable food-service ware should follow confirmed local acceptance and available hauling. This makes the practical availability of collection infrastructure a purchasing consideration alongside certification.
Higher-performance papers are expanding application potential. Grease and moisture resistance can move compostable paper into oilier food formats, provided the finished structure maintains valid performance and end-of-life claims.
Regional growth also varies with regulatory and recovery infrastructure. Brazil is forecast to grow at 9.6% CAGR, followed by the United Kingdom at 9.2%, Germany at 8.9%, the United States at 8.4%, and Japan at 7.6% through 2036.
The United Kingdom's established paper-recovery infrastructure and EPR reporting create a different commercialization environment from the United States, where compost acceptance varies considerably across local service areas. Germany's mature recovery system similarly places greater emphasis on finished-material classification, while Japan's municipal collection planning supports adoption but still leaves regional disposal differences to be addressed during qualification.
