Domestic Oven Gloves Require CE Mark From April 2018

On April 21, 2018, Personal Protective Equipment (PPE) Directive 89/686/EEC with be repealed and replaced by Regulation 425/2016/EU. After this date, domestic oven gloves and mitts will require CE certification.

PPE is defined as equipment designed and manufactured to be worn or held by a person for protection against one or more risks to that person's health or safety. Directive 89/686/EEC excluded items designed for private use against heat, for example oven gloves and mitts, but under Regulation 425/2016/EU this exclusion will no longer continue. Products which do not have CE certification must be removed from sale before April 21, 2018.

Since PPE Category I products are designed to protect the wearer from contact with hot surfaces not exceeding 50 °C, oven gloves and mitts must be considered Category II products. Category II products require an EU-type examination by a Notified Body. The necessary criteria for EU-type examination (module B) are set out in Annex V, with conformity to type based on internal production control (module C), set out in Annex VI. EU-type examination certificates will be valid for five years.

The change in regulations also means manufacturers of oven gloves and mitts will now be required to submit a technical file, along with the formal conformity assessment. Stakeholders should be aware the requirements for the technical file (Annex III) have been re-specified for oven gloves. The introduction of Regulation 425/2016/EU means oven gloves and mitts will now need to be tested against European and ISO standards. Currently, the most appropriate are:

• EN 407 Protective gloves against thermal risks (heat and/or fire)
• EN 420:2003+A1:2009 Protective gloves. General requirements and test methods
• ISO 12127-1 Clothing to protect against heat and flame – Determination of contact heat transmission through clothing or constituent materials – Part 1: Contact heat produced by heating cylinder

Testing to the ISO standard will require the domestic oven glove, whether double-ended or single mitt, to be subjected to 250C (performance level 2) tests after multiple washings.

Stakeholders should be aware that compliance with the new standards may necessitate re-designs. For example, the new standards will require greater protection for the back of the hand, as well as the palm and fingers. In the case of double-ended gloves, this may mean the pockets will need to be deeper in order to accommodate large hands and still provide the necessary protection.

Regulation 425/2016/EU also lists the obligations which must be met by the manufacturer and includes clauses not previously included in 89/686/EEC. For more information on these obligations, view SGS’s Safeguard 028/17.

Regulation 425/2016/EU was approved on March 9, 2016, and it was published in the Official Journal of the European Union on March 31, 2016. It becomes effective on April 21, 2018.

Stakeholders should be aware that other forms of PPE, with EC- type examination certificates (Article 10) approved under 89/686/EEC, can remain on sale until April 21, 2023, unless their certificates expire before that date.
