Pricing power is asymmetric. In commodity metal-blade retail cartons, large brand owners and private-label buyers hold it, and tenders are settled on landed cost per thousand. In certified repulpable and PFAS-free barrier constructions, converters retain narrow leverage because qualified supply is limited and switching costs are real. That asymmetry is the reason mix, rather than list price, carries the price contribution to growth.

Challenges and Restraints

The binding production-side constraint is qualification, not capacity. A fibre cutting strip must pass repulpability and recyclability testing before a brand owner will convert a running SKU, and that cycle typically runs nine to eighteen months across protocol testing, line trials and retail approval. Converters carry tooling and trial cost through that period against no revenue.

Retooling compounds the problem. Blade insertion and strip application are different unit operations on the carton line, and a converter moving a plant across formats faces capital expenditure plus a period of reduced throughput. Smaller regional converters, which hold the majority of this fragmented market, are the least able to fund that transition.

Two further restraints apply. Folding boxboard availability tightens periodically as mills prioritise higher-margin grades, leaving cutter box work exposed during allocation. And restrictions on fluorinated barrier coatings force requalification of parchment and baking-paper cartons, adding a second approval cycle that overlaps the first.
