China's Urea Export Revival Triggers ~50% Price Crash in India's Latest Tender, Reports Price WatchTM
India's Urea import market has moved from acute scarcity-driven pricing toward a sharp correction, with the latest National Fertilizers Limited tender on June 8, 2026 settling at roughly $445 per ton CFR, nearly 50% below the April 2026 peak of around $890 per ton, according to the latest market intelligence from Price WatchTM. The shift highlights how quickly a single policy reversal from China can reshape global fertilizer pricing.China's Export Quota Resumption Drives the Crash
The central trigger behind the price decline has been Beijing's decision to reopen its Urea export window after an eight-month near-total suspension, issuing fresh export quotas to domestic producers for the June-August 2026 period. The move has injected fresh supply into a market that had been scrambling for cargoes just weeks earlier during the West Asia crisis.
China's Structural Role as the Market's Swing Supplier
China occupies a structurally unique position in global Urea markets. Its coal-based production base, accounting for roughly 70% of capacity, leaves it largely insulated from global LNG price swings, allowing Chinese producers to manufacture cheaply even when natural gas-based producers across the Middle East, Europe, and South Asia face cost pressure.

China has used export quotas as a deliberate lever, restricting outflows when domestic prices fall below producer viability thresholds and reopening them once domestic surplus builds. With the current FOB export price near $670 per ton roughly double China's domestic price equivalent of around $300 per ton, producers are capturing a meaningful premium on each exported ton.
Urea Export Policy Has Swung Sharply Over the Past Year
China's Urea export policy has moved through several distinct phases since early 2025, from an open dynamic-quota regime through the first three quarters of the year, to a full export ban imposed in October 2025 that remained in place through India's formal request to Beijing in early 2026, followed by an intensifying diplomatic phase in April and May, and finally the restoration of quotas in June 2026. The risk of re-imposition after August 2026 remains a live concern for the market.
Stakes Diverge Sharply Depending on China's Next Move
If China continues exporting through the remainder of 2026, Price WatchTM analysis indicates that global Urea prices are likely to remain stable, India's import subsidy burden may ease, and buyers across Brazil, Southeast Asia, and Africa stand to benefit from lower prices, even as Middle East producers face margin pressure.
Should China re-impose restrictions after August 2026, however, prices could rise again sharply, forcing India to compete for scarce Middle East supply, risking a renewed doubling of its fertilizer subsidy bill, and raising food inflation concerns across major agricultural economies.
Urea Short-Term Outlook
The global Urea market is entering a phase of structural transition. In the near term, conditions appear relatively balanced, supported by the resumption of Chinese export quotas, a heavily oversubscribed Indian tender priced nearly 50% below the recent peak, and easing freight premiums in the Strait of Hormuz.
These developments have also reduced pressure on India's fertilizer subsidy burden, which had been at risk of rising well above the budgeted INR 1.68 lakh crore.
The market's trajectory remains highly dependent on two factors: China's export policy, which can shift market conditions within weeks, as demonstrated after the October 2025 ban, and geopolitical tensions in West Asia, which continue to influence both natural gas costs and shipping routes for a significant share of global Urea trade.
From 2027 onward, new capacity additions from Russia, India, Qatar, and Central Asia may shift the balance more decisively toward buyers.
