The 5 Biggest AI Talent Pools in the World, and How to Hire From Each One (2026)

Most companies that want to build an AI team start with the same question. Where are the people?

The answer has moved. Ten years ago the honest answer was San Francisco and not much else. That is no longer true. The number of people who can build, deploy and run AI systems has grown fast in a handful of cities, and four of the five biggest pools now sit outside the United States.

This post lists those five cities. For each one you get the size of the pool, what it is good at, what it costs, and the three providers most likely to be able to employ someone for you in that country without you opening a local company.

How we picked the five
There are several AI city rankings in circulation. Most of them measure money, not people. The 5W AI City Index 2026, for example, ranks 25 cities by venture capital going into AI, frontier lab presence and policy. That is a useful list, but it answers a different question. It tells you where AI companies are being funded. It does not tell you where you can hire forty machine learning engineers this year.

We ranked on three things instead:

Size of the working AI population. How many people in that city actually hold AI or machine learning jobs today. Not students, not graduates, not people who took a course.
How easy it is for a foreign company to employ them. Can you hire there without opening a legal entity? Are there rules that block it?
What one engineer costs you per year, fully loaded. Salary plus employer contributions plus the cost of running compliance.
That is a different ranking from the venture capital one. We think it is the more useful one if you are the person who has to make the hires.

1. Bengaluru, India

Working AI population: Largest of any single city. India has roughly 920,000 AI professionals in total, of which about 257,600 sit in core AI roles such as machine learning engineering, data science and MLOps, according to Quess Corp's India AI Workforce Analysis 2026. Bengaluru holds the biggest share of that. The India AI Workforce Report 2026 by Scaler puts Bengaluru at 19% of the country's AI learners, ahead of Pune, Hyderabad, Mumbai and Chennai. Karnataka's own figures put roughly half of India's AI talent in and around the city.

What it is good at: Applied AI at scale. Bengaluru is where global capability centres put their production machine learning teams. Quess found GCCs run the highest share of core AI roles of any employer type in India at 40%. That means model deployment, data pipelines, MLOps, evaluation and platform work rather than pure research. If you need a team that ships and maintains AI in production, this is the deepest bench in the world.

What it costs: An AI engineer in Bengaluru typically earns between ₹22 lakh and ₹45 lakh a year. Senior people, especially those with offers from US companies, run from ₹40 lakh to ₹95 lakh. In dollar terms that is roughly $26,000 to $54,000 for a mid-level hire and up to about $115,000 at the top end. Employer contributions in India are low and, unusually, they fall as salary rises. Provident fund is capped at a ₹15,000 monthly wage ceiling, so the employer share stops at ₹1,800 a month. ESI does not apply at all above ₹21,000 gross. The practical result is that employer overhead is around 8% at junior level and closer to 3.3% at senior level.

How to hire: You do not need an Indian company. An Employer of Record hires the person on your behalf, runs payroll, files the statutory returns and holds the employment contract. You keep the day to day work.

Three providers who can employ people for you in India:

2. San Francisco Bay Area, United States

Working AI population: 76,079 tech workers with AI skills, up from 61,497 the year before, according to CBRE's Scoring Tech Talent research. That is a 24% jump in twelve months. New York Metro is second in the United States at 47,245. Around one in six of all US AI specialty workers is in the Bay Area.

What it is good at: Frontier research and early stage product. This is where the labs are. If you need someone who has trained a large model from scratch, or who has shipped an AI product from zero to a million users, the Bay Area has more of those people than anywhere else. It is also where AI job titles get invented first, which is why the salary data there runs ahead of everywhere else.

What it costs: A senior AI engineer in the Bay Area averages about $252,000 in base pay, roughly 14% up on 2024. Total compensation for senior roles commonly lands between $250,000 and $500,000 once equity is counted. Employer costs on top include federal and state payroll taxes, workers' compensation and health insurance. Health insurance is the largest add-on. KFF's 2025 Employer Health Benefits Survey puts the average annual premium at $9,325 for single coverage and $26,993 for family coverage, with employers paying about 84% of the single premium and roughly 72% of the family premium.

How to hire: You can hire in the US without a US entity through an EOR, but note that US employment is state by state. An EOR registered in all fifty states saves you from registering separately in each one.

Three providers who can employ people for you in the United States:

Rippling. Registered in all 50 states. Handles payroll, tax withholding and benefits in one system. Best fit if you expect to hire across several states.
Deel. Owns a US entity, so compliance sits with them rather than a local partner. Best fit for foreign companies making a first US hire.
RemoFirst. Lower price point, no setup or termination fees. Best fit for small teams making one or two hires.
One thing worth saying plainly. For most companies, the Bay Area is not a hiring strategy. It is a hiring line item. The break-even against opening your own US entity sits at roughly 15 to 30 hires in a single state.

3. Beijing, China

Working AI population: Very large, and the hardest to measure from outside. Research from Georgetown's Center for Security and Emerging Technology found around 955,000 positions in China's technical AI workforce from an analysis of 6.8 million job postings. Beijing is the centre of it. The 5W index ranks Beijing third globally and notes that 66% of local venture capital there goes into AI, the highest share of any city in the world.

What it is good at: Volume and speed in computer vision, autonomous systems and increasingly in open weight language models. China graduates more STEM PhDs than the United States and has done every year since 2016, and Chinese research accounts for 23.2% of global AI publication output.

What it costs: A machine learning engineer in Beijing earns around ¥490,000 a year on average, with the middle range between ¥350,000 and ¥685,000 and top earners above ¥1,000,000. That is roughly $68,000 at the average and $150,000 plus at the top. Employer social insurance contributions in China are high and vary by city. Beijing is one of the more expensive.

How to hire: This is the hardest of the five. EOR is legally possible in China but the rules are strict, data transfer is governed by PIPL, and intellectual property assignment needs to be written carefully. Onboarding takes two to four weeks rather than days. EOR fees in China commonly run 8% to 15% of gross salary on top of mandatory contributions, which is well above what you pay elsewhere.

Three providers who can employ people for you in China:

Remote. Owns its own entity in China rather than working through a partner, which matters for PIPL data handling and IP protection.
Deel. Broader city coverage and faster onboarding than most, typically three to seven business days for standard roles.
New Horizons Global Partners. China and Asia specialist rather than a global platform. Best fit if China is the only market you are entering and you want people who work on nothing else.
Be honest with yourself about why you are hiring in China. If the answer is cost, India is cheaper and far simpler. If the answer is that you need to be in the Chinese market or you need specific expertise that only exists there, then the extra work is worth it.

4. London, United Kingdom

Working AI population: London employs over 570,000 tech workers, the largest concentration in the UK. By the end of March 2026, 7% of London's online job postings were explicitly asking for AI skills. It is the largest AI hiring market in Europe and the 5W index ranks it second in the world overall.

What it is good at: Research and applied AI in regulated industries. DeepMind is headquartered there. So is a large share of Europe's AI in finance, insurance and healthcare. If you need someone who can build a model and also survive a regulator asking how it works, London has more of those people than anywhere in Europe.

What it costs: Senior AI engineers in the UK sit between £90,000 and £150,000 base, roughly $113,000 to $190,000. Employer National Insurance is 15% on earnings above £5,000 a year for 2026/27, up from 13.8% before April 2025. Pension auto-enrolment adds a minimum of 3%. Budget for roughly 18% to 20% on top of salary.

How to hire: Straightforward. The UK has no restriction on foreign companies using an EOR, notice periods are contractual rather than statutory beyond a short minimum, and the paperwork is in English. Watch the IR35 rules if you are thinking of using contractors instead. They are the reason many companies move UK contractors onto employment.

Remote. Owned UK entity, transparent flat pricing.
Deel. Widest coverage if the UK is one of several markets.
Omnipresent. UK founded, smaller, more hands-on support. Best fit if you want to talk to a person rather than a ticket queue.
5. Tel Aviv, Israel

Working AI population: Smallest of the five by headcount, highest by density. Tel Aviv's cybersecurity sector alone employs around 35,000 people. The Israel Innovation Authority projects 5% to 7% headcount growth in software and AI in 2026, with AI infrastructure and vertical SaaS driving about 70% of new roles. The 5W index places Tel Aviv fourth in the world.

What it is good at: Security, defence adjacent AI, infrastructure and anything that needs adversarial thinking. Israeli AI talent skews towards systems that have to hold up when someone is actively trying to break them. There is no better pool in the world for that specific problem.

What it costs: Senior AI engineers in Israel earn around ₪45,000 a month, which is roughly ₪540,000 a year or about $145,000. AI researchers go well above that. People with LLM, RAG and NLP specialisation earn an average of ₪43,212 a month, around 9% more than other tech roles. Employer contributions are 6.5% pension, 8.33% severance reserve and 4.51% to 7.6% national insurance depending on the salary bracket, which puts the core statutory add-on at roughly 20% to 23%.

How to hire: Israeli employment law is employee friendly and severance accrual is mandatory, so budget for it from day one rather than treating it as a surprise at exit.

What a five-person AI team actually costs
Salary comparisons are misleading on their own. What you pay is salary plus employer contributions plus the fee you pay someone to employ the person legally. So we ran the full number.

The team below is five mid to senior AI engineers, hired through an Employer of Record, for one year. No equity, no recruitment fees, no relocation, no laptops.

Five that nearly made the list
Every list like this leaves someone out. Here are the five that came closest and why each one lost.

Toronto, Canada. The fourth largest AI talent pool in North America, with 11,700 tech workers holding key AI skills and roughly 24,000 people in AI-related roles across banks, scaleups and research labs. Toronto scores 68 in CBRE's ranking, behind San Francisco at 83 and Seattle at 69. Canada now has three of the ten largest AI talent pools in North America, in Toronto, Vancouver and Montreal, and Toronto added 43,000 tech jobs between 2021 and 2024. It missed the cut on raw size, not quality. A senior machine learning engineer in Toronto averages CAD 164,597, which is roughly USD 120,000, or about half what the same person costs in the Bay Area. If you want deep learning research talent without Bay Area pricing, Toronto is the best trade on this page.

Singapore. Leads the world in AI job demand concentration according to the Stanford AI Index 2026, ahead of Hong Kong and Luxembourg, and sits second globally for AI researchers and inventors per capita at 109.5 per 100,000 people. Singapore is a density story rather than a volume story. The absolute pool is small, salaries are close to European levels, and competition for every candidate is severe. Excellent for a regional AI lead. Difficult for a team of twenty.

Zurich, Switzerland. Switzerland ranks first in the world for AI researchers and inventors per capita at 110.5 per 100,000, ahead of Singapore, Sweden and the United States. Google runs its largest engineering site outside the United States there, and IBM has had a research lab in the city since 1956. The pool is genuinely world class and genuinely tiny, and Swiss salaries are among the highest anywhere. This is where you hire two people, not twenty.

Dubai and Abu Dhabi, UAE. The fastest growing AI talent market in the world. The UAE recorded a 121% increase in AI talent concentration between 2019 and 2025, the largest of any country, and ranked second globally for net AI talent migration in 2025 behind only Luxembourg. Both cities sit in the second tier of the 5W index. The talent is largely imported rather than domestic, which makes the pool younger and less predictable, but the direction of travel is clear. Hyderabad, India. India's second AI city, and the reason we listed Bengaluru rather than "India" at number one. Hyderabad appears in the third tier of the 5W index and sits around 19th globally in most AI city rankings. The average AI engineer salary in Hyderabad is around ₹11 lakh against ₹12.67 lakh in Bengaluru, so roughly 13% lower, and the cost of living is 30% to 35% lower again.
