As Mexico enters a new era of infrastructure growth, ICIC is helping prepare the skilled workforce needed to turn ambitious plans into lasting progress.
Delegacion Alvaro Obregon, CDMX - August 13, 2026 - The Instituto de Capacitacion de la Industria de la Construccion, known as ICIC, is strengthening workforce development as Mexico prepares to execute one of its most ambitious infrastructure investment programs in recent history.

Mexico's Infrastructure Investment Plan for Development with Well-Being [https://www.proyectosmexico.gob.mx/en/158011-2/] calls for MXN 5.6 trillion in public and mixed investment between 2026 and 2030. The plan covers more than 1,500 projects across eight strategic sectors: energy, railways, highways, ports, healthcare, water, education, and airports. For 2026 alone, the government has identified approximately MXN 722 billion in infrastructure investment.

As projects progress from planning to execution, demand is expected to increase for qualified equipment operators, supervisors, project managers, administrators, technicians, safety specialists, and skilled tradespeople. ICIC is responding by promoting accessible, industry-focused education through its ICIC courses, which address the technical, operational, managerial, and digital requirements of modern construction.

Pablo Lopez Ortega, spokesperson for ICIC, said, "As Mexico expands investment in transportation, energy, water systems, public facilities, and industrial infrastructure, workforce preparation must advance at the same pace. Successful infrastructure depends on much more than capital and materials. Projects require people who understand technical execution, workplace safety, regulations, cost control, digital systems, machinery operation, supervision, and contract administration. ICIC's role is to help workers and companies develop those capabilities before skills gaps become delays, quality problems, safety risks, or unnecessary costs."

As a specialized Construction Industry Training Institute, ICIC has spent 47 years training and updating personnel working across all areas and levels of the construction process. The institute reports 400,000 courses delivered, four million participants, 80 million workforce training hours, and 13,000 certifications.

The organization's construction industry training in Mexico includes construction administration, public works, technical trades, machinery, welding, safety, environmental management, information technology, certification, and project planning and control. Programs are available for executives, middle managers, and operational personnel.

Their construction courses in Mexico City cover areas including AutoCAD, BIM, electrical installations, hydraulic systems, drones, road safety, pavement construction, site supervision, machinery operation, and construction company administration.

Specific options include the Public works contracting course [https://icic.org.mx/producto/contratacion-de-la-obra/], which can support personnel involved in procurement, agreements, responsibilities, and project administration. ICIC also offers a basic Excel course for construction [https://icic.org.mx/producto/excel-intermedio-avanzado/] for professionals who need stronger spreadsheet and data-management capabilities. Excel for construction can be used to organize budgets, calculate quantities, monitor project progress, and even more.

"The construction workforce is being asked to manage increasingly complex projects while adapting to digital tools, stricter safety expectations, sustainability requirements, and more detailed administrative controls," Lopez Ortega added. "Training must therefore connect traditional construction expertise with technology, leadership, regulation, and data analysis. Through practical education and competency certification, ICIC aims to help companies build multidisciplinary teams capable of delivering infrastructure safely, efficiently, and responsibly."

Mexico's construction sector is entering 2026 after a period of uneven performance. Current industry assessments anticipate recovery supported by public investment, housing activity, industrial development, nearshoring, data centers, and major rail and infrastructure projects.

ICIC's work is complemented by the Fundacion de la Industria de la Construccion framework associated with CMIC, which supports construction companies in evaluating needs, improving processes, and promoting innovation throughout the sector.
