The problem the framework addresses

Organisations running SAP TM - whether embedded in S/4HANA or standalone - can encounter situations where deliveries that should travel together are planned apart. The symptoms are consistent across industries: more shipments than the volume suggests, missed consolidation opportunities, planners regrouping requirements by hand each morning, and a steady increase in planning exceptions.

The cost is often not large enough on any single day to attract attention. Over a year, across a distribution network, however, the cumulative impact can become meaningful in freight spend and in planning capacity.

Why teams investigate in the wrong order

The framework's central observation is that investigations often begin at the wrong layer.

When planners see multiple Freight Orders, the instinct is to examine the delivery documents and conclude that SD has split the order incorrectly. In many cases the delivery is exactly what the sales process intended, and the constraint preventing consolidation sits further downstream - in the planning run.

Teams that begin at the delivery split can end up reconfiguring a Freight Unit Building Rule that was working correctly, which moves the problem rather than resolving it.

The framework recommends a two-minute check before any configuration is examined: open the planning run and confirm that both Freight Units were selected into it. Where they were not, no other investigation is meaningful - and the fix is a selection or scheduling adjustment rather than a rule change.

The recommended diagnostic order

The framework sets out a three-layer diagnostic order, working from the planning run backwards rather than from the delivery forwards:

1. The transportation planning run. Check first whether the relevant Freight Units were selected into the same planning run at all. If they were not, no other check is meaningful. Then examine time constraints, incompatibility settings, capacity limits, transportation lanes, and the planning strategy in use.

2. Freight Unit Building. Establish which Freight Unit Building Rule was applied, which strategy it uses, and whether creation runs automatically on delivery save or as a batch step. Because rules can be determined by condition, deliveries that appear identical to a business user may be processed by different rules.

3. SD delivery creation. Examine the delivery-combination criteria - shipping point, ship-to party, delivery date, route, shipping conditions - and whether the split rules still reflect how the business distributes today.

The guidance also distinguishes between two situations that appear identical from the outside: a constraint that genuinely blocks consolidation, and a planning result where nothing blocks the combination but the optimizer produced a different arrangement. These require different responses.

A decision the system cannot make

The framework highlights one point that sits outside SAP configuration entirely.

Consolidation cannot be configured reliably until the business has decided what "should travel together" actually means - which customers, which destinations, and within what time flexibility. Where that rule has never been agreed and written down, configuration changes tend to produce results that feel almost right without ever being correct.
