Why CBG Plant Location Matters More Than Land Availability Alone

Why CBG Plant Location Matters More Than Land Availability Alone

Many CBG project sponsors reach a familiar point: a plot is available, the price looks acceptable, and the instinct is to finalise the site and move to equipment and approvals. That is understandable. Land feels like progress. In practice, land availability is only the first filter.

Compressed Biogas plant economics depend on where the biomass comes from, how trucks move every day, whether water and power are realistic, how far finished CBG must travel, and whether the same site can support growth later. A cheaper plot can become an expensive project when logistics, utilities and offtake costs rise after the land is locked. The right CBG site is not simply the land that is available. It is the land that can support viable operations for years.

Planning to select land for a CBG or Bio-CNG plant? Contact IMARC Engineering for site feasibility, feedstock and logistics assessment, utility-readiness checks and project-definition support before major capital is committed: https://imarcengineering.com/contact-us

Feedstock Availability: Will the Plant Get Enough Raw Material Nearby?:

The first question a serious sponsor asks is simple: will this site get enough feedstock, consistently? Not only in peak season, and not only on paper. Feedstock type, daily quantity, quality, supplier reliability and competing local demand all decide whether design capacity is achievable. Agricultural residue, press mud, organic waste or mixed streams behave differently across districts and months. India's CBG programme is built for scale - SATAT targets 5,000 plants and 15 million metric tonnes of annual capacity - but each plant still lives or dies on local biomass reality. If the selected location cannot support a reliable year-round supply chain, capacity and returns remain theoretical.

Feedstock Transportation: When "Available Nearby" Still Costs Too Much:

Sponsors often say the raw material is available in the region, then discover that transportation is what breaks the model. Distance, number of trips, vehicle type, fuel, loading time and road condition turn a moderate purchase price into a high delivered cost. For a running CBG plant, this is daily work, not a one-time haul.

Logistics costs across the wider economy have improved to an estimated 7.97% of GDP according to the DPIIT-NCAER study, yet plant-level feedstock movement can still dominate operating cost if the site is poorly placed. Feedstock cost and logistics cost should be evaluated together because delivered biomass cost-not purchase price alone-ultimately determines operating economics. Location is what determines that delivered cost.

Seasonal Supply: What Happens When the Harvest Window Closes?:

A frequent real-world problem is this: material is comfortable during harvest, then thin in the off-season. Sites judged only on current availability struggle when storage is limited, alternative suppliers are weak, or second feedstock streams were never planned. Seasonal agricultural residue is normal in India; unplanned seasonal shortage is a location and supply-design failure. A viable CBG site should be supported by a year-round biomass strategy through storage, diversified suppliers or mixed-feedstock planning-not only peak harvest availability. Plants that ignore this at selection stage spend the next years chasing biomass instead of producing gas.

Offtake and Market Access: Where Does the CBG Actually Go?:

Another practical worry is distance to buyers. Building CBG is only half the commercial story. Delivery distance, distribution infrastructure and buyer readiness decide whether gas turns into steady revenue. Under SATAT, Oil Marketing Companies have issued more than 1,000 Letters of Intent and over 100 plants have been commissioned, while the blending obligation phased from FY 2025-26 is creating structured demand from the CNG and PNG network.

That national demand still has to be reachable from your gate. The strongest CBG locations balance both inbound biomass logistics and outbound gas distribution costs. Optimising only one side can weaken overall project economics, especially when finished product movement is long, costly or unreliable. Location must serve both input and output.

Road Connectivity and Truck Movement: Can Heavy Vehicles Run Every Day?:

Land is not useful if trucks cannot reach it comfortably. Sponsors learn this during construction, then again every week of operation. Road width, highway linkage, turning space, loading areas and monsoon conditions affect feedstock inward, CBG outward, construction traffic and maintenance access.

Weak connectivity adds trip time, vehicle cost and schedule risk. In a manufacturing economy where organised industry continues to expand - manufacturing growth is estimated at around 7% in FY 2025-26 as per MoSPI - plants that cannot move material efficiently fall behind on both cost and reliability. Location assessment should confirm year-round heavy vehicle access, not only a pin on the map.

Water and Power: When Basic Utilities Decide Project Cost:

Utility readiness is often the hidden differentiator between a commercially attractive site and an operationally viable one. Two questions come up on almost every serious site visit: is water enough, and is power realistic? A plot can look commercially attractive and still become expensive if water sources are unreliable or power capacity needs major upstream work.

Process water, storage, grid capacity, connection timelines, transformers and backup philosophy all sit inside location economics. FDI into manufacturing rose 18% in FY 2024-25 to US$19.04 billion, as reported by DPIIT and the Ministry of Commerce and Industry, which shows capital is available for industrial projects - but capital cannot fix a site that needs disproportionate utility infrastructure. Utility readiness should be verified before land is treated as final.

Land Suitability and Approvals: Available Does Not Mean Ready:

Sponsors sometimes assume that once land is in hand, approvals are a routine follow-on. Title clarity, land-use category, local zoning and environmental sensitivity influence both timeline and cost. A plot that needs complex conversion or sits in a constrained setting can delay commissioning even when the purchase price was low.

India's wider industrial push - including PLI cumulative investment above ₹2.16 lakh crore and cumulative production and sales above ₹20.41 lakh crore as of December 2025, per PIB - rewards projects that move cleanly from land to construction. Location planning should flag regulatory fit early so capital is not locked into a plot that cannot support a compliant plant on a workable schedule.

Digestate Handling and Site Infrastructure: The Space Plants Often Underestimate:

After CBG is produced, digestate still needs storage, handling, transport or utilisation. Sites chosen only for the main process footprint often run out of practical space for digestate, feedstock yards and internal movement. That forces awkward additions later and raises operating friction. Internal roads, storage areas and handling zones are part of location suitability, not optional extras. A workable CBG site has room for the full operating cycle, not only the digester and purification skid.

Future Expansion: Will Today's Plot Still Work Tomorrow?:

Many projects start smaller and plan to grow. The hard question is whether the same land can take additional equipment, storage, utilities and digestate capacity without breaking internal logistics. A site sized only for today's plant can block a logical expansion path and push the sponsor into a second location decision under pressure. In a sector aiming at national scale under SATAT, expansion flexibility is a commercial asset. Location should be tested for current need and credible growth.

The Hidden Cost of Choosing Cheap Land:

This is often where the real economics of a CBG project change. A low-cost plot can quickly become a high-cost operating location once transportation, utilities, storage and external infrastructure are included. Land may be cheap, but feedstock can be far, roads may need work, power connection may require major infrastructure, water may need new arrangements, and buyers may be distant.

The land saving is then absorbed by logistics, site development, utility extensions and product movement. Low land cost is not low project cost. Hidden costs show up in daily transportation, external infrastructure, storage and constrained expansion. Serious sponsors compare total installed and operating cost across candidate locations - not land price alone.

CBG Plant Location Checklist: What to Verify Before You Lock the Plot:

Before purchase or final allotment, verify

• Feedstock availability and seasonal reliability
• Transportation distance and logistics cost
• Water, power and storage infrastructure
• Land suitability and regulatory readiness
• Offtake proximity and market access
• Expansion potential and site infrastructure

How IMARC Engineering Can Help With CBG Plant Site Selection:

IMARC Engineering works with developers and investors who want location clarity before major capital is committed. Support typically includes site feasibility assessment, feedstock and logistics review, utility readiness checks, land and expansion assessment, early identification of hidden infrastructure costs, and planning support into engineering and approvals after the site decision. The objective is to identify location-related risks early and compare candidate sites using operating, logistics and infrastructure evidence-not land price alone.

By evaluating the site before major investment decisions are made, developers can identify location-related risks early and make a more informed decision about where to establish a CBG plant.

Conclusion: The Right Site Is More Than Available Land:

The best CBG location is not the plot that is easiest or cheapest to acquire. It is the place where feedstock, transportation, utilities, offtake, regulatory fit, site infrastructure, operating cost and future expansion support a commercially viable model. Before purchasing or allocating land, evaluate the complete site ecosystem-not just the boundary line. The right location can reduce logistics costs, improve utilisation and protect long-term project economics from the first day of operation.
