The Next Function of Government: Governing Intelligence
For centuries, governments have evolved by building institutions to govern each transformative force that reshaped civilization. Industrialization led to labour laws and regulatory agencies. The financial age gave rise to central banks and financial regulators. The nuclear era demanded entirely new institutions for security, verification, and international oversight. The digital revolution created ministries of information technology, cybersecurity agencies, and national digital infrastructure.Artificial intelligence represents the next such inflection point. But unlike previous technologies, AI is not simply another industry to regulate. It is a system capable of generating knowledge, reasoning across disciplines, supporting decisions, discovering scientific insights, writing software, coordinating complex operations, and increasingly acting with greater autonomy.
For the first time in history, intelligence itself is becoming a strategic resource.
This changes the role of government. The defining question of the next decade is no longer: "How should governments use AI?" Nor is it simply: "How should governments regulate AI?"

Over the past two decades, governments invested heavily in digitization. Services moved online. Identity systems became digital. Records became electronic. Processes became automated.
The next transformation is fundamentally different. Digitization modernized information where artificial intelligence will influence decisions. The distinction is profound. Governments are no longer managing data alone. They are beginning to manage systems that generate recommendations, shape policy options, prioritize public resources, identify risks, and support decisions affecting millions of citizens. That requires entirely new institutional capabilities.
The New Responsibilities of the State
The AI era requires governments to build capabilities that extend beyond regulation. These include:
1. AI Assurance - Independently evaluating frontier AI systems before deployment in critical public functions.
2. Intelligence Governance - Establishing clear standards for accountability, transparency, oversight, and responsible use of increasingly capable AI systems.
3. Sovereign Data Architecture - Ensuring strategically important public data remains governed according to national interests, security requirements, and democratic values.
4. Trusted National AI Infrastructure - Building resilient compute, secure cloud environments, interoperable public data platforms, identity systems, monitoring capabilities, and audit mechanisms capable of supporting government at scale.
5. Institutional Decision Intelligence - Applying AI to strengthen policy analysis, crisis management, infrastructure planning, healthcare, education, defence, economic strategy, and public administration while preserving meaningful human accountability.
Together, these capabilities define a new pillar of modern governance.
The Strategic Reality
Much of today's global AI conversation focuses on models. The more enduring challenge concerns institutions. Power in the AI era will not depend solely upon possessing more data or larger models. It will depend upon whether nations possess the institutional capacity to govern intelligence responsibly, securely, and at scale. This represents a fundamental shift in national competitiveness.
Countries that successfully integrate intelligence into public institutions while maintaining security, accountability, public trust, and sovereign control will possess significant strategic advantages. Those that fail to do so risk increasing dependence on external technologies, fragmented governance, and diminished strategic autonomy.
A New National Capability
Gov x AI describes this emerging discipline. It is the integration of artificial intelligence, institutional governance, sovereign digital infrastructure, trusted data, and public decision-making into a unified national capability.
Its objective is not to replace government with AI, but to build governments that are more informed, more resilient, more adaptive, and more capable of serving citizens in an age of intelligent systems.
The Defining Question of Our Time
The twentieth century asked whether nations could industrialize. The twenty-first century asked whether nations could digitize.
The coming decades will ask something more fundamental:
Can nations govern intelligence?
The answer to that question may become one of the defining determinants of national resilience, economic competitiveness, institutional legitimacy, and strategic influence in the twenty-first century.
The future will not be shaped only by those who build the most capable artificial intelligence. It will be shaped by those who build the strongest institutions to govern it.
