What Should Hong Kong Property Managers Look for in an EV Charging

Hong Kong property managers should compare EV charging suppliers by the scope they will deliver and support after installation. Each proposal should define responsibility for the electrical works, site power allocation, charging platform, billing, maintenance and future operator migration.

This matters in shared residential and commercial car parks, where the charging equipment may involve several parties. The charger manufacturer, electrical contractor, software provider and charging operator can each control a different part of the service.

Define the Supplier's Scope Before Comparing Prices

EV charging facilities are treated as fixed electrical installations in Hong Kong. The Electrical and Mechanical Services Department states that the relevant design, installation, commissioning, inspection, testing, maintenance, modification and repair work must be carried out by registered electrical contractors and registered electrical workers of the appropriate grade.

The complete installation may include distribution boards, protective devices, cabling, conduits, isolators, electricity meters, communications equipment and charging stations. A quotation for the chargers may cover only a small part of this work.

One supplier may provide the hardware while an existing electrical contractor handles the installation. Another may operate the charging platform and billing service while subcontracting the electrical work. An integrated provider may coordinate the chargers with the building's power capacity and energy-management systems.

The following framework helps property managers compare the scope included in each proposal. Suppliers may combine the roles in different ways.

Applying the same comparison fields to every bid reveals gaps between the parties. It also shows which responsibilities will remain with the property-management team.

Plan for Shared Power Capacity

The combined rated output of the chargers can be much higher than the power allocated to EV charging.

Twenty 7.4 kW chargers represent 148 kW of connected capacity. A building may have far less power available for the car park. Vehicles will also arrive at different times, require different amounts of energy and remain parked for different periods.

The supplier's site power strategy should state:
• the maximum power available for EV charging;
• how that power will be shared among connected vehicles;
• whether selected users or charging sessions receive priority;
• how the system responds to a controller or communications failure.

A fixed system may divide the available power evenly. A scheduled system may move some charging to selected hours. A dynamic system can adjust the allocation as the building's electricity demand changes.

The appropriate method depends on the number of chargers, average parking duration, expected energy demand and existing electrical capacity. The assessment should take place before the property confirms charger quantities and rated output.

Schneider Electric as a Site-Level Charging Example

Within the procurement framework used in this article, Schneider Electric provides an example of an integrated charging and energy system.

Schneider Electric Hong Kong positions EVlink Pro AC for landlords, car park operators and facility managers. Its official Hong Kong materials describe remote monitoring and control, smart charging, support for third-party payment systems and a modular design that allows additional chargers to be introduced as demand grows.

At site level, EcoStruxure EV Charging Expert manages access, supervision and charging loads. Schneider Electric states that the system can monitor the charging infrastructure and distribute the building's real-time available power among connected charging stations.

Together, EVlink Pro AC and EcoStruxure EV Charging Expert illustrate a site-level approach: connected charging hardware operates within a defined building power limit. This can be useful for a shared car park adding chargers in phases.

The project contract still needs to define the local delivery arrangement. Schneider Electric equipment may form part of a wider solution involving an electrical contractor, network provider, payment operator or charging-service company. The property should establish how these parties will work together before awarding the contract.

A site with two individually metered chargers may use a simpler arrangement. A larger shared installation has stronger reasons to evaluate site-level controls and building integration.

Confirm Backend Access and Operator Migration Terms

Networked chargers communicate with a charging station management system, or CSMS. The platform may control user access, tariffs, charging records, remote commands and fault notifications.

Many suppliers use the Open Charge Point Protocol, or OCPP, for communication between chargers and central management systems. The Open Charge Alliance currently supports OCPP 1.6, OCPP 2.0.1 and OCPP 2.1. OCPP 1.6 and OCPP 2.0.1 are separate and incompatible protocol versions.

Operator migration depends on the version implemented, the charger configuration and the level of access retained by the property.

The new operator may need access to each installed charger, update its backend settings and confirm communication with the replacement management system. Charging records may also need to be transferred before the old platform is disconnected. The Open Charge Alliance recommends testing compatibility between the charging stations and the new management system during migration.

The contract should answer four questions:
1. Who controls the charger configuration and backend credentials?
2. Which OCPP version and functions are supported?
3. Can the property export charging and user data in a usable format?
4. What support will the supplier provide during an operator change?

These terms should be agreed before installation. Resolving them after the service contract ends may increase costs and extend service disruption.

Define Billing and Data Responsibilities

The payment process should be described as a complete workflow. Property managers need to know who sets the tariff, receives each payment and transfers the property's share of the revenue. The contract should also explain who residents contact when a charging session fails, a payment is duplicated or a refund is required.

Several companies may be involved. The charging operator may manage user accounts, while a separate payment provider processes transactions. The property team may still control the tariff or approve changes to it. Residents need a clear support route when a problem occurs.

Energy metering and commercial billing serve different purposes. The charger may record the electricity consumed during a session. The management platform then applies the tariff and creates the transaction record, while the payment provider authorises and settles the charge. The proposal should explain how these stages connect and how discrepancies will be resolved.

The property may also need charging records for billing reviews, complaints, audits and future operator migration. The contract should describe which data the supplier retains, how long it is stored and how the property can obtain a usable copy.

Service continuity deserves similar attention. The proposal should explain whether authorised users can begin charging during an application, network or cloud-platform outage, and how the transaction will be recorded after service resumes.

Assign Responsibilities After Handover

A charging service depends on several connected systems. Electrical equipment supplies power to the vehicle. Local communications connect the chargers to the management platform. The backend controls access and records the session. A payment provider may complete the transaction.

A failure can occur at any stage. A network fault may prevent authentication while the charger still has power. A tripped protective device may stop charging while the backend continues to display the station as online. A failed payment may leave both the charger and platform operating normally.

The support process should follow these fault paths. Electrical faults need to reach the party responsible for the distribution board and protective devices. Charger faults may require the equipment supplier or maintenance contractor. Login, tariff and transaction issues will usually go to the platform or charging-service operator.

Residents should have one clear support channel. Behind that channel, the suppliers and contractors need an agreed escalation process.

The service agreement should also distinguish between acknowledgement and restoration. An acknowledgement target states how quickly the supplier responds to a report. A restoration target states how quickly charging service is expected to resume.

At handover, the property should receive enough information to operate the installation without relying on informal knowledge from the project team. This includes final system drawings, test records, account access, software licences, warranty details and operating instructions. Data-export procedures and the process for changing operators should also be documented.

Use a Responsibility Matrix to Compare Proposals

A responsibility matrix allows the property to compare the same operating requirements across every bid. Each supplier should identify the responsible party, contract period and additional fees for:
• electrical design, installation and metering;
• site-capacity assessment and load management;
• backend access and user authentication;
• tariffs, payments and data access;
• hardware maintenance and software support;
• operator migration and future expansion.

The completed matrix should form part of the procurement record and, where relevant, the final service contract. It shows which company is responsible when the system is installed, when a fault occurs and when the property expands or changes operator.
